SR11,1,2 1To amend senate rule 76 (1), senate rule 77 (1) and (3) and senate rule 80; relating

limits on debate.

This resolution changes the senate rules to prohibit cutting off debate unless
approved by a vote of two-thirds of the members present.
SR11,1,3 3Resolved by the senate, That:
SR11, s. 1 4Section 1. Senate rule 76 (1) is amended to read:
SR11,1,10 5Senate Rule 76 (1) Time limits and schedules for debate may be designated in
6the manner described in sub. (2). The time limits may be rejected or modified by
7majority vote of the senate a vote of two-thirds of the members present, but this
8question is not debatable. The schedules and time limits shall be announced by the
9presiding officer immediately upon being presented. Promptly at the expiration of
10the time allotted, the presiding officer shall put the question.
SR11, s. 2 11Section 2. Senate rule 77 (1) and (3) are amended to read:

1Senate Rule 77 (1) When any matter is under consideration any member may
2move the "current question" or that the "current question be put." The motion is not
3debatable and if carried by a majority vote of two-thirds of the members present the
4subsidiary question then pending before the senate shall be put without debate.
SR11,2,85 (3) When a matter is under consideration a member may move the "previous
6question" or that the "previous question be put." The motion is not debatable and if
7carried by a majority vote of two-thirds of the members present the main question
8then pending before the senate shall be put without debate.
SR11, s. 3 9Section 3. Senate rule 80 is amended to read:
SR11,2,14 10Senate Rule 80. But one call of the senate in order. On motion for the
11previous question, and before the ordering of the main question, one call of the senate
12is in order; but after proceedings under the call have been once dispensed with, or
13after a majority the senate orders the main question, a call is not in order before the
14decision of the question.
