AB28,1,4 1An Act to renumber 341.14 (6w); and to create 341.14 (6w) (b) of the statutes;
2relating to: special distinguishing registration plates for motorcycles owned
3or leased by fire fighters, rescue squad members, or emergency medical
4technicians.
Analysis by the Legislative Reference Bureau
Under current law, members of authorized special groups may obtain special
distinguishing registration plates for automobiles and certain other vehicles that are
owned or leased by members of these groups. Authorized special groups include fire
fighters, rescue squad members, and emergency medical technicians (EMTs). In
addition to the regular annual registration fee, the Department of Transportation
(DOT) charges members of the authorized special groups a fee for the issuance or
reissuance of special plates. Fire fighters, rescue squad members, and EMTs
currently pay an additional annual fee of $15 for these special plates. If a person
issued these special plates ceases to be a fire fighter, rescue squad member, or EMT,
the person must dispose of the special plates as directed by DOT. Special plates may
also be personalized.
Also under current law, the only special plate available for a motorcycle is a
special plate identifying the owner or lessee of the motorcycle as a veteran of the U.S.
armed forces. In addition to the regular biennial motorcycle registration fee, a
biennial fee of $15 must be paid for issuance or reissuance of this special plate.
This bill establishes a special plate for motorcycles owned or leased by fire
fighters, rescue squad members, or EMTs. In addition to the regular biennial

motorcycle registration fee, a biennial fee of $15 must be paid for issuance or
reissuance of this special plate. If a person issued this special plate ceases to be a
fire fighter, rescue squad member, or EMT, the person must dispose of the special
plate as directed by DOT. This special plate may also be personalized.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB28, s. 1 1Section 1. 341.14 (6w) of the statutes is renumbered 341.14 (6w) (a).
AB28, s. 2 2Section 2. 341.14 (6w) (b) of the statutes is created to read:
AB28,2,143 341.14 (6w) (b) Upon application to register a motorcycle by any person who
4is a resident of this state and a fire fighter, rescue squad member, or emergency
5medical technician, the department shall issue to the person a special plate whose
6colors and design shall indicate that the vehicle is owned by a fire fighter, rescue
7squad member, or emergency medical technician. Notwithstanding s. 341.13 (2m),
8the department shall specify the colors and design of the special plate. An additional
9fee of $15 shall be charged for the issuance or reissuance of the plate. If an individual
10in possession of a special plate under this paragraph or of a personalized plate under
11s. 341.145 (1) (f) of the same color and design as a special plate under this paragraph
12is not a fire fighter, rescue squad member, or emergency medical technician during
13a year that is not a plate issuance year, the individual shall dispose of the special
14plate in a manner prescribed by the department.
AB28, s. 3 15Section 3. Effective date.
AB28,2,1716 (1) This act takes effect on the first day of the 7th month beginning after
17publication.
