AB486,1,2 1An Act to create 29.886 of the statutes; relating to: the management of
2double-crested cormorants and granting rule-making authority.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Natural Resources (DNR) to, in
cooperation with federal agencies, administer a program to control and manage
double-crested cormorants. The U.S. Fish and Wildlife Service of the U.S.
Department of the Interior has issued an order that applies to many states, including
Wisconsin, which authorizes the states to control and manage double-crested
cormorants that are causing damage to fish, plants, wildlife, and their habitats. This
bill requires DNR to administer the program in a manner that complies with the
federal order.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB486, s. 1 3Section 1. 29.886 of the statutes is created to read:
AB486,1,4 429.886 Management of double-crested cormorants. (1) In this section:
AB486,2,25 (a) "U.S. depredation order" means the depredation order for double-crested
6cormorants to protect public resources that was issued by the U.S. department of

1interior, fish and wildlife service, in 50 CFR 21.48, to reduce or minimize the wildlife
2damage caused by double-crested cormorants.
AB486,2,43 (b) "Wildlife damage" means adverse impacts on fish, including fish hatchery
4stock, wildlife, plants, and their habitats.
AB486,2,8 5(2) The department shall, in cooperation with federal agencies, administer a
6program in a manner that complies with the U.S. depredation order to control and
7manage double-crested cormorants in order to reduce wildlife damage caused by
8double-crested cormorants.
