AB523,1,3 1An Act to renumber and amend 29.194 (1); and to create 29.194 (1) (b) of the
2statutes; relating to: resident hunting and fishing approvals for members of
3the armed forces.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Natural Resources (DNR) is required to
issue a resident fishing, small game hunting, or deer hunting license to a person who
applies for the license and shows that he or she is a member of the U.S. armed forces
and is stationed in this state.
This bill requires DNR to consider a person to be a resident of this state for
purposes of receiving and paying for any noncommercial hunting, trapping, or
fishing license if the person shows that he or she is a member of the U.S. armed forces
or forces incorporated in the U.S. armed forces and is stationed in this state

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB523, s. 1 4Section 1. 29.194 (1) of the statutes is renumbered 29.194 (1) (a) and amended
5to read:

129.194 (1) (a) Notwithstanding ss. 29.024 (2) and 29.228 (1) (a), the department
2shall issue a resident fishing license, resident small game hunting license or resident
3deer hunting license to a qualified student or qualified member of the armed forces
4applying for the license. A qualified student is a person who exhibits proof that he
5or she is a registered full-time undergraduate student in residence at a public or
6private college or university located in this state and offering a bachelor's degree or
7that he or she is a citizen of a foreign country temporarily residing in this state while
8attending a high school located in this state or an agricultural short course at the
9University of Wisconsin System. A qualified member of the armed forces is a person
10who exhibits proof that he or she is in active service with the U.S. armed forces and
11that he or she is stationed in this state.
AB523, s. 2 12Section 2. 29.194 (1) (b) of the statutes is created to read:
AB523,2,1813 29.194 (1) (b) The department shall treat a qualified member of the armed
14forces as a resident for purposes of determining the member's eligibility for and cost
15of obtaining a hunting, trapping, or fishing approval under this subchapter. A
16qualified member of the armed forces is a person who exhibits proof that he or she
17is in active service in the U.S. armed forces or in forces incorporated in the U.S.
18armed forces and that he or she is stationed in this state.
