AB794,1,4 1An Act to amend 560.081 (2) (intro.), and (c) 3., (e), (f) 1., 2., 5. and (h); and to
2repeal and recreate
560.081 (1) (b) of the statutes; relating to: making
3counties eligible for and requiring the selection of Clark County for
4participation in the State Main Street Program.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Commerce (Department) administers
the State Main Street Program, under which a municipality (city, town, or village)
may apply for technical support and training from the department to promote
historic and economic redevelopment of traditional or historic business districts.
The Department annually selects up to five municipalities to participate in the
program.
This bill allows counties to participate in the State Main Street Program. If the
Department selects a county to participate in the program, no municipalities located
within that county may participate in the program. The bill also requires the
Department to select Clark County to participate in the program by December 30,
2005.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 560.081 (1) (b) of the statutes is repealed and recreated to read:
AB794,2,22 560.081 (1) (b) "Political subdivision" means a city, county, village, or town.
AB794, s. 2 3Section 2. 560.081 (2) (intro.), and (c) 3., (e), (f) 1., 2., 5. and (h) of the statutes
4are amended to read:
AB794,2,105 560.081 (2) (intro.) The department shall establish and administer a state
6main street program to coordinate state and local participation in programs offered
7by the national main street center, created by the national trust for historic
8preservation, to assist municipalities political subdivisions in planning, managing
9and implementing programs for the revitalization of business areas. The
10department shall do all of the following:
AB794,2,1211 (c) 3. Help municipalities political subdivisions engage in revitalization of
12business areas.
AB794,2,2313 (e) Annually select, upon application, up to 5 municipalities political
14subdivisions
to participate in the state main street program. The program for each
15municipality political subdivision shall conclude after 3 years, except that the
16program for each municipality political subdivision selected after July 29, 1995, shall
17conclude after 5 years. The department shall select program participants
18representing various geographical regions and populations and may not select a city,
19town, or village located within a county that is a program participant
. A municipality
20political subdivision may apply to participate, and the department may select a
21municipality political subdivision for participation, more than one time. In selecting
22a municipality political subdivision, however, the department may give priority to
23those municipalities political subdivisions that have not previously participated.

4business areas in municipalities political subdivisions that do not participate in the
5state main street program.
AB794,3,116 (h) Provide training, technical assistance and information on the revitalization
7of business areas to municipalities political subdivisions which do not participate in
8the state main street program. The department may charge reasonable fees for the
9services and information provided under this paragraph. The department shall
10deposit all fees collected under this paragraph in the appropriation account under
11s. 20.143 (1) (g).

AB794,3,1513 (1) Notwithstanding section 560.081 (2) (e) of the statutes, as affected by this
14act, the department of commerce shall, by December 30, 2005, select Clark County
15to participate in the state main street program.
