AR28,1,2 1To amend assembly rule 32 (1) (a) and assembly rule 39 (1); relating to: the
2prohibition against memorializing the federal government.

Currently, in the assembly rules, there exists a prohibition against the offering
of any assembly joint resolution or resolution memorializing Congress or any branch
or officer of the federal government, a prohibition against the assembly receiving a
senate joint resolution memorializing Congress or any branch or officer of the federal
government, and a requirement that each such senate joint resolution be
transmitted back to the senate immediately after the message referring to the senate
joint resolution is read. This resolution exempts from these rules any joint resolution
or resolution that memorializes Congress or any branch or officer of the federal
government opposing the secretary of defense's use of a machine to sign letters to the
survivors of members of the armed forces killed in Iraq.

AR28, s. 1 4Section 1. Assembly rule 32 (1) (a) is amended to read:
AR28,2,13 5Assembly Rule 32 (1) (a) Except as otherwise provided in this paragraph,
6messages from the senate or from the governor may be received and read, and any
7proposal referenced in the messages that is a senate proposal initially received for

1consideration of the assembly shall be referred and any other proposals referenced
2in the messages shall be taken up immediately unless referred by the presiding
3officer to a standing committee or to the calendar. Any messages from the senate
4referring to a senate joint resolution memorializing Congress or any branch or officer
5of the federal government that is received for consideration of the assembly may be
6read but the senate joint resolution may not be received for consideration. The,
7unless the senate joint resolution memorializes Congress or any branch or officer of
8the federal government opposing the secretary of defense's use of a machine to sign
9letters to the survivors of members of the armed forces killed in Iraq. Any
senate
10joint resolution that does not memorialize Congress or any branch or officer of the
11federal government opposing the secretary of defense's use of a machine to sign
12letters to the survivors of members of the armed forces killed in Iraq
shall be
13transmitted to the senate immediately after the message is read;
AR28, s. 2 14Section 2. Assembly rule 39 (1) is amended to read:
AR28,2,22 15Assembly Rule 39 (1) Except as otherwise provided in joint rule 83 (2) and this
16subsection, any member or standing committee may introduce or offer proposals in
17the assembly on any day of the biennial legislative session. No member or standing
18committee may offer any assembly joint resolution or resolution memorializing
19Congress or any branch or officer of the federal government, unless the assembly
20joint resolution or resolution memorializes Congress or any branch or officer of the
21federal government opposing the secretary of defense's use of a machine to sign
22letters to the survivors of members of the armed forces killed in Iraq
