AR5,1,1 1Relating to: Black History Month and honoring Company F of the 29th USCT.
AR5,1,42 Whereas, February is Black History Month, giving all citizens an opportunity
3to recognize and celebrate the contributions African-Americans have made to
4Wisconsin, the United States, and the world; and
AR5,1,75 Whereas, during the Civil War a substitution and bounty system was
6established, allowing states to hire nonresidents and substitutes to meet their draft
7quotas for soldiers in the Union Army; and
AR5,1,118 Whereas, hundreds of African-Americans, including freemen and escaped
9slaves, were hired as substitutes and took the place of Wisconsin residents in combat,
10despite the fact that many of these African-Americans had never set foot in the state
11of Wisconsin; and
AR5,1,1412 Whereas, many of these African-American troops substituting for Wisconsin
13residents served in Company F of the 29th Infantry of U.S. Colored Troops, 9th Army
14Corps, 4th Division, in the 2nd Brigade in the Army of the Potomac; and

1Whereas, the men of Company F of the 29th USCT served with distinction and
2valor on behalf of Wisconsin, seeing action in the Battle of the Crater, the Petersburg
3Campaign, the Bermuda Hundred Campaign, the Richmond Campaign, the
4Appomattox Campaign, and the Rio Grande Campaign; and
AR5,2,75 Whereas, after the Civil War a small number of the surviving members of the
629th USCT returned without fanfare to live and work the remainder of their lives in
7Wisconsin; now, therefore, be it
AR5,2,10 8Resolved by the assembly, That as part of Black History Month, the members
9of the Wisconsin assembly salute the service of the men of Company F, 29th USCT,
10who placed themselves in harm's way in the cause of freedom; and, be it further
AR5,2,13 11Resolved, That the members of the Wisconsin assembly honor the memory of
12those African-American troops who laid down their lives as substitutes for
13Wisconsin residents.
