SB119,1,4 1An Act to amend 20.510 (1) (x); and to create 5.05 (16), 20.395 (5) (cr) and 343.50
2(14) of the statutes; relating to: funding for identification cards provided
3without charge by the Department of Transportation and making
4appropriations.
Analysis by the Legislative Reference Bureau
This bill creates an appropriation in the Department of Transportation (DOT)
for the purpose of issuing and renewing identification cards without charge, and
provides for the transfer to this appropriation account of up to $250,000 per fiscal
year of federal Help America Vote Act funds. Under the bill, DOT must certify to the
Elections Board (board) its costs incurred in issuing identification cards without
charge, and the board must certify to DOT the amount of costs that the board
determines to be correct. The provisions of the bill are contingent upon the
enactment of 2005 Assembly Bill 63 or 2005 Senate Bill 42.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB119, s. 1 5Section 1. 5.05 (16) of the statutes is created to read:

15.05 (16) Identification card issuance costs. Upon receipt from the
2department of transportation of a statement described in s. 343.50 (14), the board
3shall review the statement and determine whether the statement is correct. The
4board shall then certify to the department of transportation the amount of costs that
5the board determines to be correct.
SB119, s. 2 6Section 2. 20.395 (5) (cr) of the statutes is created to read:
SB119,2,97 20.395 (5) (cr) Voter identification cards; state funds. All moneys transferred
8from the appropriation account under s. 20.510 (1) (x) for the purpose of issuing and
9renewing identification cards without charge under s. 353.50 (5) and (6).
SB119, s. 3 10Section 3. 20.510 (1) (x) of the statutes is amended to read:
SB119,2,1711 20.510 (1) (x) Federal aid. From the election administration fund, all moneys
12received from the federal government, as authorized by the governor under s. 16.54,
13to be used for election administration costs under P.L. 107-252 and to transfer to the
14appropriation account under s. 20.395 (5) (cr) a sum sufficient, not exceeding
15$250,000 in any fiscal year, to fully fund the costs incurred by the department of
16transportation in issuing identification cards without charge under s. 343.50 (5) and
17(6), as approved by the elections board under s. 5.05 (16)
.
SB119, s. 4 18Section 4. 343.50 (14) of the statutes is created to read:
SB119,2,2119 343.50 (14) Certification of costs incurred. The department shall certify to
20the elections board a statement of its costs incurred in issuing identification cards
21without charge under subs. (5) and (6).

SB119,3,223 (1) Reconciliation provision. This act is void unless 2005 Wisconsin Act ....
24(Assembly Bill 63) or 2005 Wisconsin Act .... (Senate Bill 42) is enacted into law and

1section 343.50 (5) and (6) of the statutes is affected by that act in the manner shown
2in either Engrossed Assembly Bill 63 or Senate Bill 42.

SB119,3,64 (1) This act takes effect on the day after publication of this act or on the day after
5the effective date of 2005 Wisconsin Act .... (Assembly Bill 63) or 2005 Wisconsin Act
