SB210,1,3 1An Act to create 342.30 (2r) and 342.30 (3) (c) of the statutes; relating to:
2reproduction of a motor vehicle key based upon the vehicle's identification
3number and providing a penalty.
Analysis by the Legislative Reference Bureau
This bill prohibits a motor vehicle dealer from reproducing a vehicle key based
upon the vehicle's identification number unless the person providing the
identification number also presents to the dealer a valid certificate of title issued to
the person for the vehicle. The bill does not prohibit the physical duplication of any
key provided to a motor vehicle dealer. A motor vehicle dealer that violates this
prohibition may be required to forfeit not more than $400 for each violation.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB210, s. 1 4Section 1. 342.30 (2r) of the statutes is created to read:
SB210,2,25 342.30 (2r) A motor vehicle dealer may not reproduce any key to a vehicle based
6upon an identification number provided to the dealer unless the person providing the
7identification number also presents to the dealer a valid certificate of title issued to

1the person for the vehicle. This subsection does not prohibit the physical duplication
2of any key provided to a motor vehicle dealer.
SB210, s. 2 3Section 2. 342.30 (3) (c) of the statutes is created to read:
SB210,2,54 342.30 (3) (c) Any motor vehicle dealer that violates sub. (2r) may be required
5to forfeit not more than $400 for each violation.
