relating to: public library loaning

This bill prohibits a public library from loaning or renting to a minor an
"R"-rated (restricted) movie unless the library is provided with proof that the minor's
parent or guardian consents to the loan or rental.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1. 43.17 (12) of the statutes is created to read:

(12) A public library may not loan or rent to a minor a movie rated
5"restricted" under the rating system instituted by the Motion Picture Association of
6America unless the public library is provided with proof that the minor's parent or
