SB603,1,2 1An Act to create 146.348 of the statutes; relating to: research involving human
2stem cells or embryonic cells.

This bill provides that it is the policy of the state to permit research involving
the derivation and use of human stem cells. The bill also requires that research
involving human stem cells be approved by an institutional review board and a
national oversight committee if state funds or resources are used to support the
research.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB603, s. 1 3Section 1. 146.348 of the statutes is created to read:
SB603,1,7 4146.348 Stem cells and embryos. (1) It is the policy of this state to permit
5research involving the derivation and use of human embryonic stem cells, human
6embryonic germ cells, or human adult stem cells, including research involving
7somatic cell nuclear transplantation.

1(2) Research described under sub. (1) that is supported with state funds or
2resources shall satisfy all of the following conditions:
SB603,2,43 (a) The research is approved by an institutional review board acting in
4accordance with the provisions under 21 CFR part 56.
SB603,2,85 (b) The research is approved by an Embryonic Stem Cell Research Oversight
6Committee that is established and operates in accordance with guidelines developed
7jointly by the National Academies' National Research Council and Institute of
8Medicine.
