SR15,1,32 Whereas, Taiwan is America's 10th largest export market and Wisconsin's 16th
3largest foreign market; and
SR15,1,64 Whereas, Taiwan has established a sister-state relationship with Wisconsin,
5and endeavors to continue the exchange of ideas and programs and to enhance
6cooperation in all fields; and
SR15,1,97 Whereas, Taiwan values the principles of democracy, religious freedom,
8humanitarianism, and market economics, which are hallmarks of the state of
9Wisconsin and of the United States of America; and
SR15,1,1110 Whereas, through persistence and pragmatism, Taiwan has become one of the
11most prosperous, democratic countries in the world; and
SR15,1,1512 Whereas, the principle of "universal participation" is the core of the World
13Health Organization's constitutional mandate to advance the health of all people,
14including the 23 million people and more than 400,000 foreign nationals in Taiwan;

1Whereas, the need for global cooperation in preventing avian and human
2influenza pandemics is becoming ever urgent and Taiwan has the unique experience
3of successfully fighting the deadly SARS virus in 2003, the ability to produce a
4generic version of Tamiflu, and is willing to more fully contribute to international
5health cooperation; now, therefore, be it
SR15,2,11 6Resolved by the senate, That the members of the Wisconsin senate support
7Taiwan's efforts to obtain observer status and Taiwan's full participation in the
8World Health Organization, which will allow it to better serve the medical and health
9needs of its people and immigrant workers that reside in Taiwan and will facilitate
10Taiwan to contribute its experience and technologies to international health
11cooperation; and, be it further
SR15,2,14 12Resolved, That the senate chief clerk shall provide a copy of this resolution to
13Dr. Jong-wook Lee, Director-General of the World Health Organizations and the
14Taipei Economic and Cultural Office in Chicago, Illinois.
