AB143,1,3 1An Act to consolidate, renumber and amend 454.12 (intro.), (1) and (2); and
2to create 454.12 (2m) of the statutes; relating to: domestic abuse
3identification training.

This bill requires the Barbering and Cosmetology Examining Board (board) to
require all licensed cosmetologists, barbers, aestheticians, electrologists, and
manicurists (licensees) to attend a course in recognizing victims of domestic abuse
or violence and referring the victims to appropriate agencies for assistance. The bill
requires the board to design a course, determine how often the licensees are required
to attend, and design a training program that would allow licensees who have
attended the course to train others.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB143, s. 1 4Section 1. 454.12 (intro.), (1) and (2) of the statutes are consolidated,
5renumbered 454.12 (1m) and amended to read:

1454.12 Continuing education. (1m) The examining board may impose
2continuing education requirements on licensees either: (1) As as a part of the
3disciplinary process to ensure competency; or (2) By rule, if necessary to preserve
4the public health, safety or welfare, by rule.
AB143, s. 2 5Section 2. 454.12 (2m) of the statutes is created to read:
AB143,2,126 454.12 (2m) In addition to any continuing education requirements imposed
7under sub. (1m), the examining board shall require licensees to attend a training
8course that it designs on recognizing domestic abuse or violence and referring victims
9of domestic abuse or violence to appropriate agencies for assistance. The examining
10board shall determine how often a licensee must attend the course and shall
11establish a training course that would enable licensees who have attended the course
12to train others.
