Analysis by the Legislative Reference Bureau
Under 2007 Wisconsin Act 20 (the biennial budget act), the Council on
Developmental Disabilities in the Department of Health and Family Services,
together with its funding, was transferred to the Department of Administration and
renamed the Board for People with Developmental Disabilities.
This bill renumbers the appropriation accounts for the Board for People with
Developmental Disabilities.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
Law Revision Committee prefatory note: This bill is a remedial legislation
proposal, requested by the Department of Administration and introduced by the Law
Revision Committee under s. 13.83 (1) (c) 4., stats. After careful consideration of the
various provisions of the bill, the Law Revision Committee has determined that this bill
makes minor remedial changes in the statutes, and that these changes are desirable as
a matter of public policy.

2renumbered 20.438.
SB377, s. 2 3Section 2. 2007 Wisconsin Act 20, section 9101 (10q) is amended to read:

5for people with developmental disabilities.
There is authorized for the board for
6people with developmental disabilities 7.75 FTE FED positions to be funded from the
7appropriation under section 20.434 20.438 (1) (mc) of the statutes, as created by this
8act.
Note: 2007 Wisconsin Act 20, Sec. 330s (biennial budget act) created the board for
people with developmental disabilities. The statute creating the board is numbered s.
20.434. Previously, the same statutory number created the adolescent pregnancy
prevention board, repealed by 2003 Wisconsin Act 33, Sec. 444. According to DOA, while
there is no longer any accounting activity with regard to the adolescent pregnancy
prevention board, balances remain on the books for the board. More importantly,
personnel and payroll records for former employees of the pregnancy board are currently
identified with a "434" agency number. Because that agency number is now applied to
the board for people with developmental disabilities, DOA no longer has the ability to
recreate information concerning earnings for the past employees of the pregnancy board.
Therefore, this bill renumbers the statute creating the new board for people with
developmental disabilities so the new board may be assigned a different agency number.
