AB72,1,3 1An Act to amend 560.9808 (2) (b) 2. of the statutes; relating to: grants for
2providing shelter for homeless individuals and families in the vicinity of the
3state capitol building and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Commerce (department) awards grants
to agencies and shelter facilities that provide temporary shelter for homeless
individuals and families. Grant proceeds may be used to supplement the operating
budgets of agencies and shelter facilities that have, or anticipate, a need for
additional funding because of the renovation or expansion of an existing shelter
facility, the development of an existing building into a shelter facility, the expansion
of shelter services for homeless persons, or an inability to obtain adequate funding
for an existing level of services. Current law requires the department to allocate in
each year at least $400,000 to eligible applicants located in Milwaukee County; at
least $66,500 to eligible applicants located in Dane County; and at least $100,000 to
eligible applicants not in Milwaukee County or Dane County.
This bill increases the general purpose revenuetax incremental appropriation
that funds temporary shelter grants in both fiscal years of the 2009-11 fiscal
biennium by $50,000. Under the bill, the department must allocate at least $116,500
in each year to eligible applicants in Dane County. Of that amount, the bill requires
the department to allocate not less than $50,000 in each year to eligible applicants
that provide temporary shelter for homeless individuals and families in the vicinity
of the state capitol.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB72, s. 1 1Section 1. 560.9808 (2) (b) 2. of the statutes is amended to read:

3located in Dane County. Of this amount, the department shall allocate not less than
4$50,000 in each year to eligible applicants that provide temporary shelter for
5homeless individuals and families in the vicinity of the state capitol building.

AB72,2,187 (1) Funding for the homeless. In the schedule under section 20.005 (3) of the
8statutes for the appropriation to the department of commerce under section 20.143
9(2) (fm) of the statutes, as affected by the acts of 2009, the dollar amount is increased
10by $50,000 for the first fiscal year of the fiscal biennium in which this subsection
11takes effect to fund grants to agencies and shelter facilities that provide temporary
12shelter for homeless individuals and families in the vicinity of the state capitol
13building. In the schedule under section 20.005 (3) of the statutes for the
14appropriation to the department of commerce under section 20.143 (2) (fm) of the
15statutes, as affected by the acts of 2009, the dollar amount is increased by $50,000
16for the second fiscal year of the fiscal biennium in which this subsection takes effect
17to fund grants to agencies and shelter facilities that provide temporary shelter for
18homeless individuals and families in the vicinity of the state capitol building.
