This bill amends the 2009-11 Authorized State Building Program to add three
projects for the University of Wisconsin System at the University of
Wisconsin-Milwaukee. The projects consist of construction of a Freshwater Sciences
Initiative research building and purchase of a replacement for the Neeskay research
vessel at a combined cost of $70,000,000 ($50,000,000 in existing general fund
supported borrowing authority and $20,000,000 in gifts, grants, and other receipts),
construction of a Kenwood Integrated Research complex at a cost of $75,000,000
($73,400,000 in existing general fund supported borrowing authority and $1,600,000
in gifts, grants, and other receipts), and the acquisition and redevelopment of
Columbia St. Mary's Columbia campus medical facilities at a cost of $31,000,000
($30,000,000 in existing program revenue supported borrowing authority and
$1,000,000 in building trust funds).

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

14until after June 30, 2011.
SB514,3,2015 (3) Kenwood Integrated Research complex. Notwithstanding section 18.04
16(1) and (2) of the statutes, $43,400,000 in public debt authorized for the Kenwood
17Integrated Research complex project, as enumerated under 2009 Wisconsin Act 28,
18section 9106 (1) (g) 2., as affected by this act, may not be contracted until after June
1930, 2011, and $30,000,000 authorized for the project may not be contracted until after
20June 30, 2013.
