AB40,1314,1919 (a) In this subsection:
AB40,1314,20 201. "Board" means the Board of Regents of the University of Wisconsin System.
AB40,1314,25 212. "Reduction amount" means the difference between the total amounts shown
22in the schedule under section 20.005 (3) of the statutes for the appropriation under
23section 20.285 (3) (a) of the statutes for fiscal years 2009-10 and 2010-11 and the
24total amounts shown in the schedule under that appropriation for fiscal years
252011-12 and 2012-13.

1(b) No later than October 1, 2011, the board shall submit a plan to the secretary
2of administration specifying the board's preferences for allocating the reduction
3amount among general program operations of the university system administration.
4The secretary of administration may approve or modify the plan. Upon approval or
5modification by the secretary of administration, the board shall implement the plan
6as approved or modified by the secretary.

AB40,1315,8 8(1) State approval agency designation.
AB40,1315,139 (a) Assets and liabilities. On the effective date of this paragraph, the assets and
10liabilities of the department of veterans affairs primarily related to functions as the
11state approval agency for the education of veterans and other eligible persons, as
12determined by the secretary of administration, shall become the assets and liabilities
13of the department of safety and professional services.
AB40,1315,1914 (b) Employee transfers. All positions, and the incumbent employees holding
15those positions, in the department of veterans affairs performing duties primarily
16related to functions as the state approval agency for the education of veterans and
17other eligible persons, as determined by the secretary of administration, are
18transferred on the effective date of this paragraph to the department of safety and
19professional services.
AB40,1315,2520 (c) Employee status. Employees transferred under paragraph (b ) have all the
21rights and the same status under subchapter V of chapter 111 and chapter 230 of the
22statutes in the department of safety and professional services that they enjoyed in
23the department of veterans affairs immediately before the transfer.
24Notwithstanding section 230.28 (4) of the statutes, no employee so transferred who
25has attained permanent status in class is required to serve a probationary period.

1(d) Tangible personal property. On the effective date of this paragraph, all
2tangible personal property, including records, of the department of veterans affairs
3that is primarily related to functions as the state approval agency for the education
4of veterans and other eligible persons, as determined by the secretary of
5administration, is transferred to the department of safety and professional services.
AB40,1316,136 (e) Contracts. All contracts entered into by the department of veterans affairs
7in effect on the effective date of this paragraph that are primarily related to functions
8as the state approval agency for the education of veterans and other eligible persons,
9as determined by the secretary of administration, remain in effect and are
10transferred to the department of safety and professional services. The department
11of safety and professional services shall carry out any obligations under such a
12contract until the contract is modified or rescinded by the department of safety and
13professional services to the extent allowed under the contract.
AB40,1316,2414 (f) Rules and orders. All rules promulgated by the department of veterans
15affairs that are in effect on the effective date of this paragraph and that are primarily
16related to functions as the state approval agency for the education of veterans and
17other eligible persons, as determined by the secretary of administration, remain in
18effect until their specified expiration dates or until amended or repealed by the
19department of safety and professional services. All orders issued by the department
20of veterans affairs that are in effect on the effective date of this paragraph and that
21are primarily related to functions as the state approval agency for the education of
22veterans and other eligible persons, as determined by the secretary of
23administration, remain in effect until their specified expiration dates or until
24modified or rescinded by the department of safety and professional services.

1(g) Pending matters. Any matter pending with the department of veterans
2affairs on the effective date of this paragraph that is primarily related to functions
3as the state approval agency for the education of veterans and other eligible persons,
4as determined by the secretary of administration, is transferred to the department
5of safety and professional services and all materials submitted to or actions taken by
6the department of veterans affairs with respect to the pending matters are
7considered as having been submitted to or taken by the department of safety and
8professional services.

AB40,1317,10 10(1) Local agency reimbursement contracts.
AB40,1317,1611 (a) Positions and employees. On the effective date of this paragraph, one
12position and the incumbent employee, if any, holding that position in the department
13of workforce development performing duties that are primarily related to local
14agency reimbursement contracts for programs administered by the department of
15children and families, as determined by the secretary of administration, are
16transferred to the department of children and families.
AB40,1317,2217 (b) Employee status. Any employee transferred under paragraph (a ) has all the
18rights and the same status under subchapter V of chapter 111 and chapter 230 of the
19statutes in the department of children and families that he or she enjoyed in the
20department of workforce development immediately before the transfer.
21Notwithstanding section 230.28 (4) of the statutes, no employee so transferred who
22has attained permanent status in class is required to serve a probationary period.

AB40,1318,10 24(1) University of Wisconsin–Madison Employees. Notwithstanding section
25230.03 (3) of the statutes, as affected by this act, the University of

1Wisconsin–Madison authority shall be considered an agency, as defined in section
2230.03 of the statutes, as affected by this act, until July 1, 2012, for all purposes
3under chapter 230 of the statutes and all employees of the University of
4Wisconsin–Madison authority who were in the classified service of the state civil
5service and who were transferred to the authority under Section 9152 (1) (d) shall
6have all the rights and privileges offered classified employees until July 1, 2012. The
7department of employee trust funds shall continue to administer the program
8defined in section 230.12 (9) of the statutes on behalf of the employees of the
9University of Wisconsin-Madison under sections 37.13, 37.15, and 37.17 of the
10statutes, as created by this act, until June 30, 2012.
