AJR19,1,32 Whereas, Carl Otte was born on June 24, 1923, in Sheboygan, Wisconsin, and
3died on January 13, 2011, in Sheboygan; and
AJR19,1,54 Whereas, Carl served his country in the U.S. Army and was deployed to the
5European Theater during World War II; and
AJR19,1,86 Whereas, Carl began his long and distinguished career in public service in 1962
7by serving on the Sheboygan County Board where he served until his election to the
8state assembly in 1967; and
AJR19,1,109 Whereas, Carl was held in such respect by his colleagues in the assembly that
10he was eventually chosen to serve on the legislature's Joint Finance Committee; and
AJR19,1,1311 Whereas, Carl was elected to the state senate in 1982 to serve the citizens of
12Sheboygan, Manitowoc, Calumet, and Fond du Lac counties and served in this
13position until 1985; and
AJR19,2,214 Whereas, Carl was both unwavering in his dedication to his core beliefs and
15respectful of those with whom he disagreed and dedicated his time in the legislature

1to helping those who were most in need; specifically, the poor, needy, elderly, and the
2mentally ill; and
AJR19,2,73 Whereas, Carl continued to be active in his community following his retirement
4from the state senate by returning to serve on the county board; additionally, he kept
5a busy private life by volunteering at his local church, Good Shepherd Lutheran,
6participating in the Sheboygan Civic Orchestra, and engaging in a number of other
7recreational and community activities that he enjoyed greatly; and
AJR19,2,128 Whereas, Carl benefited greatly throughout his life and public career from the
9strong love and support of his wife, Ethel, their four children and their spouses, Allen
10and Cynthia Riesterer Otte, Jane and Allan Frey, Julie and Michael Lyon, and Lynn
11and John Maurin, and his eight grandchildren and eleven great-grandchildren; now,
12therefore, be it
AJR19,2,16 13Resolved by the assembly, the senate concurring, That the members of the
14Wisconsin legislature do commend the devoted public service that Carl Otte
15contributed to his community, express their sorrow at his death, and extend their
16condolences to his family and friends; and, be it further
AJR19,2,18 17Resolved, That the assembly chief clerk shall provide a copy of this joint
18resolution to Carl's widow, Ethel, and to each of his four children.
