SB1,1,2 1An Act to amend 13.81 (1) of the statutes; relating to: membership of the Joint
2Legislative Council.

The Joint Legislative Council is comprised of 22 members consisting of the
speaker of the assembly and the president of the senate, the speaker pro tempore of
the assembly and the president pro tempore of the senate, the senate and assembly
majority and minority leaders, the two cochairpersons of the Joint Committee on
Finance, the ranking minority member of the Joint Committee on Finance from each
house, and five senators and five representatives to the assembly appointed as are
the members of standing committees in their respective houses. This bill permits the
speaker of the assembly or the president of the senate to decline to serve as member
of the Joint Legislative Council and, instead, appoint a replacement member of his
or her house to the Joint Legislative Council.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB1, s. 1 3Section 1. 13.81 (1) of the statutes is amended to read:
SB1,2,104 13.81 (1) Creation. There is created a joint legislative council of 22 members
5consisting of the speaker of the assembly and the president of the senate, the speaker

1pro tempore of the assembly and the president pro tempore of the senate, the senate
2and assembly majority and minority leaders, the 2 cochairpersons of the joint
3committee on finance, the ranking minority member of the joint committee on
4finance from each house, and 5 senators and 5 representatives to the assembly
5appointed as are the members of standing committees in their respective houses.
6The speaker of the assembly and the president of the senate, or the designee of each
7from within the membership of that house on the council, shall serve as
8cochairpersons of the council. The speaker of the assembly or the president of the
9senate may decline to serve as member of the joint legislative council and, instead,
10appoint a replacement member of his or her house to the joint legislative council.
