SJR49,1,1 1Relating to: the life and public service of Wayne F. Whittow.
SJR49,1,32 Whereas, Wayne F. Whittow was born in Milwaukee, Wisconsin, on August 16,
31933, and is a lifelong resident of the city; and
SJR49,1,74 Whereas, Wayne F. Whittow graduated from Washington High School in 1951,
5and served in the U.S. Army from 1955 to 1957. He attended the University of
6Wisconsin-Milwaukee earning both a bachelor's degree and a master's degree in
7business administration; and
SJR49,1,118 Whereas, in 1960, in his first race for public office at the age of 26, he received
9the democratic nomination for the 16th district of the Wisconsin state assembly by
10a 3-vote margin (1,472-1,469). He was then elected to the first of three consecutive
11terms; and
SJR49,2,212 Whereas, in 1966, Wayne F. Whittow was elected to the Wisconsin state senate,
13representing the 11th senate district. He was twice reelected, and eventually served
14as senate majority leader. He is remembered for working to help create state shared

1revenue to local governments and the merger of Wisconsin State University and
2University of Wisconsin systems; and
SJR49,2,53 Whereas, Wayne F. Whittow was elected Milwaukee city treasurer in 1976. He
4is credited over his term of office to have established one of the most efficient,
5cost-effective treasurer's office in the country; and
SJR49,2,106 Whereas, at the time Wayne F. Whittow became treasurer, the city of
7Milwaukee required city property taxpayers to both pick up and pay their tax bills
8in person. The treasurer's office now mails out bills and accepts payments by mail
9or over the Internet. Taxpayers now have many options of paying property taxes,
10including the traditional one of standing in line to pay in person; and
SJR49,2,1311 Whereas, when Wayne F. Whittow first took office as a state legislator in
12January 1961, he is reported to have made a goal of 50 years in public life. He has
13surpassed that goal; and
SJR49,2,1514 Whereas, Wayne F. Whittow and his wife Paula have three sons and six
15grandchildren; now, therefore, be it
SJR49,2,18 16Resolved by the senate, the assembly concurring, That the Wisconsin
17legislature thanks Wayne F. Whittow for his dedicated and invaluable service to his
18city, to his state, and to his country.
