SJR5,1,2 1Relating to: commemorating the first centennial of the joint committee on finance,
2and honoring members of the legislature who served on the committee.
SJR5,1,43 Whereas, Governor Francis E. McGovern signed Senate Bill 8 into law on
4March 2, 1911, creating the joint committee on finance; and
SJR5,1,6 5Whereas, the joint committee on finance is the longest-serving continuing
6standing committee of the legislature; and
SJR5,1,9 7Whereas, the origin of the committee dates back nearly to statehood, when the
8joint committee on claims was established in 1857 to consider appropriations bills;
9and
SJR5,1,12 10Whereas, the joint committee on finance is the only joint legislative standing
11committee of any state in the nation that is charged with the responsibility of
12reviewing both revenues and appropriations; and
SJR5,1,14 13Whereas, the joint committee on finance has reviewed and acted on bills
14affecting state finances for the last century; and

1Whereas, Chapter 97, Laws of 1929, provided for a biennial executive budget
2bill which has applied to all legislative sessions since 1931; and
SJR5,2,4 3Whereas, since 1931 the joint committee on finance has acted on 62 biennial
4budget and budget adjustment bills; and
SJR5,2,6 5Whereas, beginning with Senator Albert W. Sanborn in the 1911 legislative
6session, 33 senators have served as co-chair of the joint committee on finance; and
SJR5,2,9 7Whereas, beginning with Representative Ray J. Nye in the 1911 legislative
8session, 35 representatives have served as co-chair of the joint committee on finance;
9and
SJR5,2,11 10Whereas, beginning with the 1911 legislative session, 341 members of the
11legislature have served on the joint committee on finance; and
SJR5,2,14 12Whereas, on March 2, 2011, former and current members of the joint committee
13on finance will assemble at the state capitol to commemorate the first centennial of
14the joint committee on finance; now, therefore, be it
SJR5,2,18 15Resolved by the senate, the assembly concurring, That the legislature of
16the state of Wisconsin, in commemoration of the first centennial of the joint
17committee on finance, pays tribute to the contributions of the committee to the
18Wisconsin legislature and the people of Wisconsin; and, be it further
SJR5,2,21 19Resolved, That these contributions could not have been made but for the
20dedication of the members of the joint committee on finance who served during the
21last century.
