AB264,1,2 1An Act to amend 23.33 (2) (c) 2. of the statutes; relating to: requirements for
2attaching a plate to an all-terrain vehicle or a utility terrain vehicle.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Natural Resources (DNR) administers
the laws regulating all-terrain vehicle (ATV) and utility terrain vehicle (UTV)
registration and operation. Generally, a person operating an ATV or UTV must
register the ATV or UTV with DNR, unless certain limited exemptions apply. A
person who operates an ATV or UTV exclusively for agricultural purposes or on
private property may register the ATV or UTV for private use. A person who
registers an ATV or UTV for public use may operate the ATV or UTV on an ATV trail
or other established public ATV corridor. A person who registers an ATV or UTV for
public use must attach his or her own plate, displaying the registration number of
the ATV or UTV, to the rear of the vehicle. He or she must also affix a registration
decal, furnished by DNR, to each side of the vehicle. This bill eliminates the
requirement that a person who registers an ATV or UTV for public use must attach
a plate to the ATV or UTV.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

123.33 (2) (c) 2. A person who is required to register an all-terrain vehicle or
2utility terrain vehicle for public use shall attach his or her own plate to the rear of
3the vehicle and shall
affix a registration decal, furnished by the department, to each
4side of the vehicle in a place that is forward of the operator of the vehicle and that
5is in a place that is clearly visible. The plate shall be a minimum of 4 inches in height
6and a minimum of 7 1/2 inches in width. The plate shall be white and shall display,
7in black lettering, the registration number for the all-terrain vehicle or utility
8terrain vehicle issued by the department. The registration number shall be
9displayed so that it is a minimum of 1 1/2 inches in height, with a minimum of a 3/16
10inch stroke. The person required to register the all-terrain vehicle or utility terrain
11vehicle shall maintain the plate so that it is in legible condition.
