AB351,1,2 1An Act relating to: funding and position authority for vocational rehabilitation
2services and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Workforce Development (DWD)
administers a joint federal-state program to provide certain vocational
rehabilitation services to persons with disabilities. DWD receives federal funding
to match state money appropriated for the program.
This bill increases the amount of state funds appropriated to DWD for the
program by $1,826,200 for fiscal year 2013-14 and by $2,030,700 for fiscal year
2014-15 to increase the number of positions authorized for DWD for the program and
to provide additional funding for vocational rehabilitation services.
In addition, the bill increases the positions authorized for DWD to provide
vocational rehabilitation services by 7.08 full-time positions, in anticipation of the
receipt of increased federal funding to match the state funds provided in the bill.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1(1) The authorized FTE positions for the department of workforce development
2are increased by 7.08 FED positions, to be funded from the appropriation under
3section 20.445 (5) (n) of the statutes, for the purpose of providing vocational
4rehabilitation services.

AB351,2,186 (1) In the schedule under section 20.005 (3) of the statutes for the appropriation
7to the department of workforce development under section 20.445 (5) (a) of the
8statutes, as affected by the acts of 2013, the dollar amount is increased by $1,826,200
9for the first fiscal year of the fiscal biennium in which this subsection takes effect for
10the purpose of increasing the authorized FTE positions for the department of
11workforce development by 1.92 GPR positions annually and providing additional
12funding for vocational rehabilitation services. In the schedule under section 20.005
13(3) of the statutes for the appropriation to the department of workforce development
14under section 20.445 (5) (a) of the statutes, as affected by the acts of 2013, the dollar
15amount is increased by $2,030,700 for the second fiscal year of the fiscal biennium
16in which this subsection takes effect for the purpose of increasing the authorized FTE
17positions for the department of workforce development by 1.92 GPR positions
18annually and providing additional funding for vocational rehabilitation services.
