AJR47,1,32 Whereas, Ms. Barbara P. Horton passed away on May 16, 2013, at the age of 64
3in Milwaukee, where she arrived as a teenager from Ypsilanti, Michigan; and
AJR47,1,84 Whereas, Ms. Horton's passion for lifelong learning led her to pursue and
5dedicate herself to education, graduating from Milwaukee's Lincoln High School;
6earning a B.A. in sociology from Carroll College and a graduate degree in
7management from Cardinal Stritch University; and engaging in work toward a
8doctorate in educational administration from Capella University; and
AJR47,1,129 Whereas, Ms. Horton served the state and the Milwaukee community in many
10professional capacities, beginning as an administrator in the Wisconsin Department
11of Employment Relations, then as director of human resources for Milwaukee
12County; and
AJR47,1,1513 Whereas, Ms. Horton went on to become director of human resources for the
14Milwaukee Public School District in 1991, working her way to the position of deputy
15acting superintendent, and finally acting superintendent; and

1Whereas, Ms. Horton was elected to the Milwaukee Board of School Directors
2in a special election in 2002, and was reelected to a full term in 2003; and
AJR47,2,53 Whereas, at the time of her passing Ms. Horton was the executive director of
4Darrell Lynn Hines College Preparatory Academy of Excellence and Destiny High
5School; and
AJR47,2,86 Whereas, Ms. Horton's dedication to Milwaukee's children and families has
7made an indelible mark on their lives and futures, for which we will be always
8thankful; now, therefore, be it
AJR47,2,12 9Resolved by the assembly, the senate concurring, That the Wisconsin state
10legislature and the people of Wisconsin do gratefully honor the legacy of Barbara
11Horton's gifts and dedicated service to the students and citizens of the city of
12Milwaukee and the state of Wisconsin.
