SJR11,1,52 Whereas, Americans have recognized Black history annually since 1926, first
3as "Negro History Week" and later as "Black History Month," and the Wisconsin
4legislature has commemorated February as Black History Month to honor the lives
5and contributions of Wisconsin African American citizens; and
SJR11,1,106 Whereas, Lloyd Barbee was an attorney who founded the Milwaukee United
7School Integration Committee (MUSIC), fought with courage and dedication for the
8equality of all citizens, led the initiative for the desegregation of Milwaukee public
9schools, and served as a member of the Wisconsin state assembly from 1965 to 1977,
10representing portions of Milwaukee's north side; and
SJR11,1,1411 Whereas, John Jefferson honorably served the United States of America as the
12commanding officer of the 8th Wisconsin Infantry Regiment and was wounded at the
13Battle of Vicksburg while leading brave Wisconsin soldiers in a struggle to preserve
14the Union and freedom for all Americans; and

1Whereas, Colonel James John Powell, a resident of Milwaukee, honorably
2served in the United States Army Air Corps as part of the Tuskegee Airmen 332nd
3Fighter Group, piloted B41 and B40 aircrafts, flew missions over Berlin, Naples, and
4Sicily, and continued serving in the Armed Forces until 1982; and
SJR11,2,85 Whereas, Lauri Wynn served as the first female African American president of
6the Wisconsin Education Association Council from 1973 to 1976, and continues to
7advocate to protect the rights of all children to have equal opportunities and
8education in public schools; now, therefore, be it
SJR11,2,12 9Resolved by the senate, the assembly concurring, That the legislature of
10the state of Wisconsin recognizes the month of February 2013 as "Black History
11Month," and extends thanks and praise to the above-named persons for their
12contributions to the state of Wisconsin and their fellow citizens.
