This bill requires the Department of Transportation (DOT) to award a grant in
the 2015-17 fiscal biennium, from funds assigned to DOT's freight rail
infrastructure improvement program, to the Northwoods Rail Transit Commission
for the purchase of railroad cars used to transport forest products. The amount of
the grant is $4,800,000 or 80 percent of the cost to purchase the railroad cars,
whichever is less.

(a) The legislature finds and determines that the grant under paragraph (b
)
5confers a public benefit and enhances economic development.

(b) In the 2015-17 fiscal biennium, from the appropriation under section
720.395 (2) (bu) of the statutes, as affected by this act, the department of
8transportation shall award a grant to Northwoods Rail Transit Commission to fund
9the purchase of railroad cars to be used to transport forest products, as described in
10Northwoods Rail Transit Commission's freight rail preservation program
11application dated January 30, 2015. The amount of the grant under this section shall
12be $4,800,000 or 80 percent of the cost to purchase the railroad cars, whichever is
13less.

(c) The department of transportation may apply such reasonable terms,
15conditions, and monitoring to the grant under paragraph (b) as is consistent with
16paragraph (b) and the customary practice of the department for grants under section
1785.08 (4m) (d) of the statutes.
