SB333,1,3 1An Act to renumber and amend 440.05 (1) (a); and to create 440.05 (1) (a) 2.
2of the statutes; relating to: fees charged for initial credentials administered
3by the Department of Safety and Professional Services and its attached boards.
Analysis by the Legislative Reference Bureau
Under current law, in order to obtain most credentials issued by the
Department of Safety and Professional Services (DSPS) or an associated
credentialing board, an applicant must, when submitting application materials, pay
an initial credential fee in an amount determined by DSPS.
This bill requires DSPS to do the following with respect to most credentials: 1)
divide the period between consecutive renewal dates for the credential into eight
periods that are as equal as possible in the number of days; and 2) subtract from the
total initial credential fee an amount that is equal to one eighth of the total initial
credential fee multiplied by the number of those periods that have completely
elapsed since the most recent renewal date for the initial credential, as of the date
the applicant submits the application materials for the initial credential to DSPS.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 440.05 (1) (a) of the statutes is renumbered 440.05 (1) (a) 1. and
2amended to read:
SB333,2,83 440.05 (1) (a) 1. Initial credential: An amount determined by the department
4under s. 440.03 (9) (a), subject to any reduction applied as provided in subd. 2. Each
5applicant for an initial credential shall pay the initial credential fee to the
6department when the application materials for the initial credential are submitted
7to the department, except that no fee is required under this paragraph for an
8individual who is eligible for the veterans fee waiver program under s. 45.44.
SB333,2 9Section 2. 440.05 (1) (a) 2. of the statutes is created to read:
SB333,2,1110 440.05 (1) (a) 2. The department shall reduce the fee for an initial credential
11to which this paragraph applies according to the following procedure:
SB333,2,1312 a. Dividing the period between consecutive renewal dates for the credential
13into 8 periods that are as equal as possible in the number of days.
SB333,2,1514 b. Dividing the fee determined by the department under s. 440.03 (9) (a) for the
15initial credential by 8.
SB333,2,2116 c. Subtracting from the fee determined by the department under s. 440.03 (9)
17(a) for the initial credential an amount that is equal to the quotient under subd. 2.
18b. multiplied by the number of periods under subd. 2. a. that have completely elapsed,
19since the most recent renewal date for the initial credential, as of the date the
20applicant submits the application materials for the initial credential to the
21department.

1(1) This act first applies to fees charged for initial credentials for which
2application materials are submitted to the department of safety and professional
3services on the effective date of this subsection.
