SJR88,1,32 Whereas, the State of Israel and the United States are allies sharing a common
3bond rooted in the values of freedom, democracy, and equal rights; and
SJR88,1,64 Whereas, the State of Wisconsin and Israel have a long history of friendship
5based on economic, cultural, intellectual, and political cooperation and exchange;
6and
SJR88,1,87 Whereas, the elected representatives of Wisconsin recognize and support
8Israel's right to exist as a Jewish state; and
SJR88,1,139 Whereas, the Boycott, Divestment, and Sanctions Movement is one of the main
10vehicles advocating for policies leading to the dissolution of Israel as a Jewish and
11democratic state and has sought to take over social, political, religious, academic,
12cultural, and economic platforms to isolate Israel within the international
13community; and
SJR88,2,214 Whereas, calls for academic boycotts against Israeli academic institutions have
15been condemned by many of our nation's largest academic associations, over 250

1university presidents, and many other leading scholars as a violation of the bedrock
2principle of academic freedom; and
SJR88,2,73 Whereas, Wisconsin's elected representatives who defend the inalienable right
4to free speech recognize that punitive economic measures targeting Israel do not
5contribute to the creation of an atmosphere of economic cooperation and political
6reconciliation between Israelis and Palestinians which is the necessary foundation
7for a lasting peace in the Middle East; and
SJR88,2,118 Whereas, Wisconsin's elected representatives affirm that both Israelis and
9Palestinians have the right to live in their own safe and secure states, free from fear
10and violence and economic coercion, with mutual recognition, trade, and
11normalization; now, therefore, be it
SJR88,2,16 12Resolved by the senate, the assembly concurring, That the Wisconsin
13legislature condemns the international Boycott, Divestment, and Sanctions
14movement and its activities in Wisconsin for seeking to undermine efforts to achieve
15a negotiated two-state solution and the right of Israelis and Palestinians to
16self-determination; and, be it further
SJR88,2,20 17Resolved, That the Wisconsin legislature considers the international Boycott,
18Divestment, and Sanctions movement and its agenda inherently antithetical and
19deeply damaging to the causes of peace, justice, equality, democracy, and human
20rights for all peoples in the Middle East; and, be it further
SJR88,3,2 21Resolved, That the Wisconsin legislature reaffirms its support for the State
22of Israel and opposes all attempts to economically and politically isolate Israel within
23the international arena, including, but not limited to, promotion of economic,

1cultural, and academic boycotts. This body opposes all efforts to assault the
2legitimacy of Israel as the sovereign homeland of the Jewish people.
