1An Act relating to: hospital-based behavioral health crisis management grant
2and making an appropriation.

This bill requires the Department of Health Services to award a onetime grant
to a critical access hospital to support the cost of a behavioral health crisis
management system. DHS must award the grant to a critical access hospital that
meets certain criteria, including providing alcohol and drug abuse assessment and
treatment services and inpatient psychiatric services and presenting a proposal that
does all of the following: 1) provides in-person triage, assessment, and brief
intervention services to persons presenting in the hospital emergency department
for reasons related to a behavioral health crisis; 2) provides these services through
video telemedicine consultation to persons presenting in hospital emergency
departments, other than the hospital's emergency department, in the hospital's
region; and 3) coordinates the transfer of persons who require care for a behavioral
health condition to another facility, as appropriate.

Nonstatutory provisions.

1(1) The department of health services shall award a onetime grant of $100,000
2in the 2019-21 fiscal biennium to a critical access hospital to support the cost of a
3behavioral health crisis management system. The department of health services
4shall award the grant under this subsection to a critical access hospital that meets
5all of the following criteria:

(a) The hospital presents a proposal that does all of the following:

1. Provides in-person triage, assessment, and brief intervention services to
8persons presenting in the hospital emergency department for reasons related to a
9behavioral health crisis.

2. Provides the services specified under subd. 1
. through video telemedicine
11consultation to persons presenting in hospital emergency departments, other than
12the hospital's emergency department, in the hospital's region.

(b) The hospital is located in the northwestern part of this state in a county that
16borders Minnesota and that has immediate access to the interstate highway known
17as I 94.

Critical access hospital grant. In the schedule under s. 20.005 (3) for the
22appropriation to the department of health services under s. 20.435 (5) (bc), the dollar
23amount for fiscal year 2019-20 is increased by $100,000 to fund a grant under

2management system.
