Relating to: eliminating farmland preservation agreements, modifying the requirement to repay farmland preservation credits, converting the farmland preservation credit to a straight percentage of property taxes accrued, creating guidelines for the designation of agricultural preservation areas by counties, creating guidelines for the rezoning of land in an exclusive agricultural zone to residential use, soil and water conservation standards, the requirement that an application for a farmland preservation agreement be signed by all persons holding a mortgage on the land to be covered by the agreement, release from a farmland preservation agreement of foreclosed land, granting rule-making authority and making appropriations.
