An Act to amend 21.49 (3) (a) and 21.49 (3) (b) 1. of the statutes; relating to: national guard tuition grants and making an appropriation.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
19,1g Section 1g. 21.49 (3) (a) of the statutes is amended to read:
21.49 (3) (a) Any eligible guard member upon satisfactory completion of a full-time or part-time course in a qualifying school is eligible for a tuition grant equal to 50% of the actual tuition charged by the school or 50% of the maximum resident undergraduate tuition charged by the university of Wisconsin-Madison for a comparable number of credits, whichever amount is less. Any eligible guard member who was enlisted on the day before the effective date of this paragraph .... [revisor inserts date], shall be eligible to receive a tuition grant equal to 50% of the actual tuition charged so long as that person remains a guard member.
19,1m Section 1m. 21.49 (3) (b) 1. of the statutes is amended to read:
21.49 (3) (b) 1. Be submitted to the department for approval of payment no later than 6 months 90 days after the completion date of the course;
19,2 Section 2 . Nonstatutory provisions.
(1)  Notwithstanding section 21.49 (3) (b) 1. of the statutes, as affected by this act, and sections 21.49 (3) (d) of the statutes, tuition grants provided from the appropriation under section 20.465 (2) (a) of the statutes for fiscal year 1994-95 shall be paid to all eligible national guard members who completed a course before July 1, 1995, and who apply no later than 80 days after the effective date of this subsection.
(2)  Notwithstanding section 20.465 (1) (a) of the statutes, if moneys are insufficient under section 20.465 (2) (a) of the statutes to fully fund grants under subsection (1), the department of military affairs shall pay the balance from the appropriation under section 20.465 (1) (a) of the statutes.
(3)  Notwithstanding section 20.001 (3) (a) of the statutes, the department of military affairs shall make the payment under subsection (1), from the appropriation under section 20.465 (2) (a) of the statutes for the 1994-95 fiscal year.
19,3 Section 3 . Appropriation changes.
(1)  National guard tuition grants. In the schedule under section 20.005 (3) of the statutes for the appropriation to the department of military affairs under section 20.465 (2) (a) of the statutes, as affected by the acts of 1993 and 1995, the dollar amount is increased by $635,300 for fiscal year 1994-95 to provide additional tuition grants to national guard members.
19,4 Section 4 . Initial applicability.
(1)  This act first applies to courses commenced after January 1, 1995.
