1995 WISCONSIN ACT 60
An Act to amend 20.866 (2) (z) (intro.) of the statutes; relating to: authorizing the funding and construction of the Northern Great Lakes Regional Visitor Center and granting bonding authority.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
60,1 Section 1 . 20.866 (2) (z) (intro.) of the statutes, as affected by 1995 Wisconsin Act 27, is amended to read:
20.866 (2) (z) Building commission; other public purposes. (intro.) From the capital improvement fund, a sum sufficient to the building commission for relocation assistance and capital improvements for other public purposes authorized by law but not otherwise specified in this chapter. The state may contract public debt in an amount not to exceed $733,456,000 $736,956,000 for this purpose. Of this amount, $150,000,000 is allocated for the Wisconsin initiative for state technology and applied research program. The total amount of debt authorized for this program may not exceed the following amounts on the following dates:

(1)  1995-97 State building program additions. In 1995 Wisconsin Act 27, section 9108 (1), the following new paragraph is created to add the following new project to the 1995-97 state building program and the appropriate totals are increased by the amounts shown: - See PDF for table PDF
(1m) 1997-99 Review of projects.
(a) The building commission shall include, in its report under section 13.48 (6) of the statutes, for the 1997-99 state building program, specific recommendations and priorities for the following project to be funded from general fund supported borrowing: - See PDF for table PDF

(2) Northern Great Lakes Regional Visitor Center. If the building commission approves the Northern Great Lakes Regional Visitor Center project, the building commission shall authorize the contracting of public debt under section 20.866 (2) (z) of the statutes, as affected by this act, for the purpose of making payments to the federal government for the construction of the center. The total amount of the payments under this subsection shall be determined by the building commission, but shall not exceed the lesser of the amount enumerated in the state building program for the project under general fund supported borrowing or the amount of federal funding provided for constructing the center. The building commission may not make payments under this subsection, unless the department of administration has reviewed and approved the plans for the center. Notwithstanding sections 16.85 (1) and 16.855 (1) of the statutes, the department of administration shall not supervise any services or work or let any contract for the project. Sections 16.87 and 16.89 of the statutes do not apply to the project.
