15legislature expresses its intention to appropriate an additional amount of
16$10,000,000 for grants to be distributed to school districts and library boards by the
17educational technology board in the 1997-99 fiscal biennium and its intention that,

19state school aids for purposes of section 121.15 (3m) (a) 2. of the statutes.".
