Page 3, line 4: delete the material beginning with "Instead" and ending with "employer" on line 5 and substitute: "An employer that demonstrates that it is not able to implement a compliance plan that complies with sub. (3) (a) without incurring expenses greater than the limits established under sub. (2) (b)".
