To the Honorable, the Legislature:
It is my pleasure to present to you the report entitled "Use of Wood Ash as Soil Amendment". This report has been prepared to fulfill the requirements of the 1995-1997 biennial budget (Act 27), specifically Section 9142 (1g). This provision of the budget bill directed the Department of Natural Resources to prepare a report "on how it will facilitate the use of wood ash and coordinate activities related to the use of wood ash by producers of wood ash, farmers and the Department".
A684 The Department has played a strong role in encouraging beneficial reuse efforts by industries. In the last ten years significant landfill space has been saved by diverting high volume industrial waste into productive reuses such as concrete and asphalt production, sand blasting grit, highway embankment projects and other uses. The Department is currently working with industry representatives and other interested parties to develop rules which will result in further environmentally protective reuse opportunities. We have also initiated changes which specifically encourage the beneficial reuse of wood ash, including meeting with producers and agricultural representatives. We will continue to work with farmers and producers to increase the use of this resource.

Attached to this letter is the Clean Water Fund Biennial Report for the 1993-1995 biennium.
Clean Water Fund legislation requires the Department of Natural Resources and the Department of Administration to submit a Biennial Report to the Legislature and to the State Building Commission by November 1 of each odd-numbered year (section 144.2415(3)(j), Wisconsin Statutes). The purpose of the report is to provide information on the present value subsidy and the operations and activities of the Clean Water Fund program for the 1993-1995 biennium.
