Chapter 34, Laws of 1979, requires that when the Department of Administration maintains an office in Washington, DC, for the purpose of promoting federal/state cooperation, it should submit a report detailing the activities of the office and reporting the status of federal legislation of concern to the Legislature and other state agencies (Wis. Stats. 16.548(2)).
The report for the period July 1, 1996, through September 30, 1996, is attached.

To the Honorable, the Assembly:
1993 Wisconsin Act 168 (s.46.74) created an outreach program for food stamps, as well as additional statutory language directed at alleviating hunger in Wisconsin. The legislation was developed as a result of the work of the Legislative Council's 1992-93 Special Committee on Issues Relating to Hunger Prevention. Four non-profit organizations were awarded funding to inform individuals with low incomes about the availability, application procedures and benefits of the federal Food Stamp Program. While the money for the food Stamp Outreach Program was originally intended to be an ongoing appropriation, the funding was subsequently deleted, so the program and funding ended at the end of the 1995 calendar year.
Act 168 also directed the Department to evaluate the Food Stamp Outreach projects and submit a report containing its findings to the Legislature by January 1, 1997. The attached report fulfills that directive.

To the Honorable, the Assembly:
We have completed a financial audit of the State Life Insurance Fund, which provides low-cost individual life insurance to Wisconsin residents and is administered by the Office of the Commissioner of Insurance. The Fund is subject to the same regulatory requirements as any life insurance company licensed to operate in Wisconsin, as well as to other specific statutory restrictions, such as a prohibition on advertising and maximum coverage of $10,000.
Our financial audit, which covered calendar years 1995 and 1994, included tests to ensure that the Office's financial statements are fairly presented and to assess the Fund's control policies and procedures and its compliance with statutory requirements. In our report, we provide an unqualified, or "clean," opinion on the Fund's financial statements. We also issue a separate management letter to the Office of the Commissioner of Insurance, which discusses various internal control concerns noted during the audit and recommends improvements. However, the audit report and management letter include no major findings, conclusions, or recommendations.
Copies of the audit report have been distributed to members of the Joint Legislative Audit Committee and those required by law to receive copies. If you are interested in receiving a copy of this report, please contact our office and request report number 96-14.
