RE: Privatization Study of the Recycling Market
Development Board
A1225 Pursuant to s. 13.172, Wisc. Stats., I am submitting the attached report, Managing Recovered Materials: Assessing the Options. This report responds to the requirements of section 4432t of 1995 Wisconsin Act 27 which directed the University of Wisconsin-Extension to conduct a study of the feasibility and desirability of transferring the powers and duties of the Recycling Market Development Board to a business entity and submit the findings to the Governor and Legislature.
In accordance with the provisions of Act 27, the study was conducted in consultation with the Department of Natural Resources, Department of Commerce, the Recycling Market Development Board, the Recycling Council and representatives of local government and the recycling industry. The results reflect an assessment of the concepts of privatization of a public entity and an analysis of the feasibility of privatizing parts of the RMDB's current functions and responsibilities. The recommendations incorporate the responses to interview questions of 26 individuals who represent various constituencies of the Board.
