We have completed financial audits of the Mendota and Winnebago Mental Health Institutes for fiscal year 1994-95. We were able to provide unqualified opinions on the institutes' financial statements.

State Council on Alcohol and Other Drug Abuse

The State Council on Alcohol and Other Drug Abuse has completed its review of the Biennial Budget for 1995-97 and prepared the attached document containing its analysis. This review was conducted in compliance with Act 210, specifically Wisconsin Statute 14.24 (4). The Council reviewed the Budget in relation to the Five Year Strategic Plan which was submitted to, and approved by it, in March 1993.
In compliance with State Law, this analysis is hereby forwarded to the Governor, President of the Senate, Speaker of the Assembly, and Co-Chairs of the Joint Finance Committee for their consideration during deliberations regarding the Biennial Budget.

Adolescent Pregnancy Prevention and Services Board

The Honorable, The Legislature:
Wisconsin Statutes section 46.935, which is part of the 1992-1993 state budget, allocated funds to the Wisconsin Adolescent Pregnancy Prevention and Services Board to sponsor Comprehensive, Community-Based Adolescent Pregnancy Prevention Demonstration Grants. Within that section was also a requirement that the Board annually report to the Governor, to the Secretary of the Department of Health and Social Services, and to the State Legislature on the "results of the Board's activities under this section and making recommendations on changes needed in state programs, policies, statutes, rules, and budgets to improve coordination of educational programs and services for adolescents and parents of adolescents at the state and local levels." This report is provided in response to that section of the law.

This report is transmitted as required by sec. 20.002(11)(f) of the Wisconsin Statutes, (for distribution to the appropriate standing committees under sec. 13.172(3) Stats.), and confirms that the Department of Administration has found it necessary to exercise the "temporary reallocation of balances" authority provided by this section in order to meet payment responsibilities and cover resulting negative balances during the month of March, 1995.
On March 2, 1995 the University Trust Income Fund balance was -$1.2 million. The shortfall continued until March 14, 1995 when the balance reached +$433 thousand. This shortfall was due to a delayed transfer to the fund.
On March 23, 1995 the Wisconsin Health Education Fund balance was -$2 thousand. This shortfall continued through March 31, 1995. The shortfall is due to the timing of revenues to the fund.
The University Trust Income Fund and Wisconsin Health Education Fund shortfalls were not in excess of the $400 million ceiling and did not exceed the balances of the Funds available for interfund borrowing.
The distribution of interest earnings to investment pool participants is based on the average daily balance in the pool and each fund's share. Therefore, the monthly calculation by State Finance will automatically reflect the use of these temporary reallocations of balance authority.
