Pursuant to s.13.172, Wisc. Stats., I am submitting the attached report, Managing Recovered Material: Assessing the Options. This report responds t the requirements of section 4432t of 1995 Wisconsin Act 27 which directed the University of Wisconsin Extension to conduct a study of the feasibility and desirability of transferring the powers and duties of the Recycling Market Development Board to a business entity and submit the findings to the Governor and Legislature.
In accordance with the provisions of Act 27, the study was conducted in consultation with the Department of Natural Resources, Department of Commerce, the Recycling Market Development Board, the Recycling Council and representatives of local government and the recycling industry. the results reflect and assessment of the concepts of privatization of a public entity and an analysis of the feasibility of privatizing parts of the RMDB's current functions and responsibilities. The recommendations incorporate the responses to interview questions of 26 individuals who represent various constituencies of the Board.

Included with this correspondence, I am submitting the quarterly report of the Wisconsin Gaming Board (Board), for the quarter ending September 30, 1996. As required by s.562.02(1)(g), Wis. Stats., the attached materials contain pari-mutuel wagering and racing statistical information as well as the revenues and expenditures for the Board's Racing, Charitable Gambling and Indian Gaming programs.

The Honorable, The Senate:
This report is transmitted as required by sec. 20.002(11)(f) of the Wisconsin Statutes,(for distribution to the appropriate standing committees under sec.13.172(3) Stats.), and confirms that the Department of Administration has found it necessary to exercise the "temporary reallocation of balances" authority provided by this section in order to meet payment responsibilities and cover resulting negative balances during the month of October, 1996.
On October 3, 1996 the Wisconsin Health Education Loan Repayment Fund balance was -$1 thousand. This shortfall continued through the end of the month. This shortfall was due to the timing of revenues.
On October,3, 1996 the Wisconsin Information Technology Service Fund balances was -1.54 million. This shortfall continued through the end of the month. This shortfall was due to the timing of revenues.
The Wisconsin Health Education Loan Repayment Fund and Information Technology Services Fund shortfalls were not in excess of the $400 million ceiling and did not exceed the balances of the Funds available for interfund borrowing.
The distribution of interest earnings to investment pool participants is based on the average daily balance in the pool and each fund's share. Therefore, the monthly calculation by the State Controller's Office will automatically reflect the use of these temporary reallocations of balance authority.
