1An Act to repeal 59.876, 59.877, 146.22, 167.22 and 170.03 of the statutes;
2relating to: the authority of a county board of supervisors to create a board of
3immigration, licenses for cats, flushing devices for urinals, manufacture of
4cigars in basements and appraisal of stray animals.
Analysis by the Legislative Reference Bureau
This bill does all of the following:
1. Under current law, a county board of supervisors may create a board of
immigration. A board of immigration is responsible for aiding in promoting
settlement of vacant agricultural lands in the county and protecting prospective
settlers from unfair practices. This bill eliminates such boards of immigration.
2. Under current law, a county having a population of 500,000 or more is
authorized to enact an ordinance requiring licenses for cats. Any such ordinance
must require that the owner of the cat present evidence that the cat is currently
immunized against rabies before a license is issued. This bill eliminates this
provision.
3. Under current law, the department of health and social services (DHSS) is
prohibited from promulgating any rule that either directly or indirectly prohibits the
use of manual flushing devices for urinals. In addition, DHSS is required to take
steps to encourage the use of manual flushing devices for urinals. This bill
eliminates this prohibition and requirement.
4. Under current law, no shop or place where cigars are manufactured may be
located below the ground floor of the building. This bill eliminates this restriction.
5. Under current law, every finder of a stray animal of the value of $10 or more
shall, within one month after finding the animal, have the stray appraised by the
chairperson of the town, and a certificate of the appraisal, signed by the chairperson,
is required to be filed in the town clerk's office. This bill eliminates this requirement.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
