19from a federally recognized American Indian tribe or band that is deposited in the
20general fund and credited to the appropriation account under s. 20.235 (1) (gm).
21Grants shall be awarded to students for full-time or part-time attendance at any
22accredited institution of higher education in this state. The
department board may
23not make a grant under this section to a student if the
department board receives a
24certification under s. 49.855 (7) that the student is delinquent in child support or
1maintenance payments or owes past support, medical expenses or birth expenses.
2Grants shall be renewable for up to 5 years if a recipient remains in good academic
3standing at the institution that he or she is attending.
The American Indian
4language and culture education board shall advise the department on the allocation
5of grants to students enrolled less than half-time.".

(2) The agreement under this section shall provide for the waiver of
9nonresident tuition for a resident of either state who is enrolled in a public vocational
10school located in the other state. The agreement shall also establish a reciprocal fee
11structure for residents of either state who are enrolled in public institutions of higher
12education, other than vocational schools, located in the other state. The reciprocal
13fee shall be the average academic fee that would be charged the student at a
14comparable public institution of higher education located in his or her state of
15residence, as specified in the agreement
, except that, for a Wisconsin resident first
16enrolled in the University of Minnesota Law School in the 1996-97 academic year
17or thereafter, the reciprocal fee may be the fee that is charged a Minnesota resident
18enrolled in the University of Minnesota Law School. The agreement shall take effect
19on July 1, 1991. The agreement shall provide for a biennial review of the costs,
20charges and payments associated with the agreement. The agreement is subject to

21or for admission to defray the costs of special exhibits in its several buildings of
22documents, objects or other materials not part of the historical society's regular

1basis to raise funds from private sources for the operation of its main library. The
2historical society may procure and sell or otherwise dispose of postcards, souvenirs
3and other appropriate merchandise to help defray the costs of operating its several
4plants and projects.

8architectural, cultural, archaeological, ethnic, geological or legendary significance,

10individual characteristics. The historical markers program is created to call
11attention to the state's historical, cultural and natural heritage through a system of
12markers and plaques and to supplement, wherever possible, information contained
13in the state register of historic places. It is the purpose of the program to significantly
14increase the number of historical, cultural and natural heritage sites that are
15marked in this state
and to accomplish such marking, maintenance and development
16through the historical markers council. In addition to powers specifically
17enumerated, the council shall have all powers necessary to perform its duties.
