20to high-risk adolescents pregnancy and parenthood prevention services which shall
21be structured so as to increase development of decision-making and communications
22skills, promote graduation from high school and expand career and other options and
23which may address needs of adolescents with respect to pregnancy prevention.
24Except with respect to award of a grant to a tribe or band, the department shall rank
1individual counties and give priority by this ranking for the award of grants under
2this subsection, based on the factors specified under sub. (2) (a) to (d).
The
3department may not award a grant under this subsection to any entity or governing
4body that does not require written parental consent for the provision of family
5planning services, as defined in s. 253.07 (1) (b), to minors.".

14on behalf of the dependent child.

3(4) Single grant or subsidy. Notwithstanding the number of adults in a
4Wisconsin works group that are engaged in work activities in a month, no person,
5other than a participant in a community service job or transitional placement may
6receive a grant under s. 49.148 (1) (b) or (c) and no subsidy may be paid to an employer
7under s. 49.147 (3) (a) except on behalf of a participant in a trial job, regardless of the
8number of members of the Wisconsin works group that the employer employs.

9(5) Sanction. The Wisconsin works agency may reduce the monthly grant
10amount of a participant in a community service job or transitional placement by
11$5.15 for every hour that an individual who is in the participant's Wisconsin work
12group and who is subject to the work requirement under sub. (2) fails to meet the
13work requirement in a month without good cause. Good cause shall be determined
14by the financial and employment planner in accordance with rules promulgated by
15the department. Good cause shall include required court appearances for a victim
16of domestic abuse.

(1) Refusal to participate. (intro.) A participant who refuses to
19participate 3 times in any Wisconsin works employment position component is
20ineligible to participate in that component.
A participant is also ineligible to
21participate in that Wisconsin works employment position component if an individual
22in the participant's Wisconsin works group is subject to the work requirement under
23s. 49.15 (2) and refuses 3 times to participate as required.
A participant whom the
24Wisconsin works agency has determined is ineligible under this section for a
25particular Wisconsin works employment position component may be eligible to
1participate in any other Wisconsin works employment position component in which
2the participant has not refused to participate 3 times. A participant
refuses to
3participate in a Wisconsin works employment position component if the participant
4does or an individual who is subject to the work requirement under s. 49.15 (2)
5demonstrates a refusal to participate if any of the following
