20to the operating expenses of mass transit systems. The bureau shall submit its audit
21report to the joint committee on finance by December 31, 1998.".

6tangible personal property of the state emergency response board is transferred to
7the division of emergency management in the department of military affairs.

9that are in effect on the effective date of this paragraph are transferred to the division
10of emergency management in the department of military affairs. The division of

13emergency management in the department of military affairs to the extent allowed
14under the contract.

20paragraph remain in effect until their specified expiration dates or until modified or
21rescinded by the division of emergency management in the department of military

3of emergency management in the department of military affairs.".

(2hg) Clean water fund hardship assistance application deadline.
10Notwithstanding the requirement in section 281.58 (13) (d) of the statutes that a
11municipality, as defined in section 281.01 (6) of the statutes, submit a complete
12application no later than June 30 of the preceding fiscal year in order to be ranked
13on the clean water fund financial hardship assistance funding list for a fiscal year
14and notwithstanding the requirement in section 281.58 (9) (a) of the statutes, as
15affected by this act, that a municipality have an approved facility plan before
16submitting an application for clean water fund assistance, the department of natural
17resources shall rank a project of a town sanitary district that is eligible for clean
18water fund financial hardship assistance under section 281.58 (13) (b) of the
19statutes, as affected by this act, on the clean water fund financial hardship
20assistance funding list for the 1997-98 fiscal year if all of the following apply:

6(a) Notwithstanding section 281.59 (3e) (d) and (e) of the statutes, as affected
7by this act, in the 1997-99 fiscal biennium the department of natural resources may
8allocate for clean water fund financial hardship assistance an amount up to
9$20,160,000 from the amount under section 281.59 (3e) (b) 1. of the statutes, as
10affected by this act, and the department of natural resources and the department of
11administration may allocate for clean water fund financial assistance other than
12financial hardship assistance an amount up to $70,040,000 from the amount under
13section 281.59 (3e) (b) 1. of the statutes, as affected by this act.

14(b) From the amount that the department of natural resources is authorized
15to allocate under paragraph (a) for clean water fund financial hardship assistance,
16the department shall allocate an amount in fiscal year 1997-98 that is sufficient to

18in Walworth County.".

(12p) Aid to Wisconsin Lake Schooner Education Association. From the
24appropriation under section 20.370 (5) (cq) of the statutes, as affected by this act, the
1department of natural resources shall provide financial assistance in an amount not
2to exceed $200,000 to the Wisconsin Lake Schooner Education Association for the
3construction of a tall sailing ship to represent this state as a part of the
4sesquicentennial of Wisconsin statehood in 1998. The department shall provide the
5assistance authorized under this subsection upon written agreement with the
6Wisconsin Lake Schooner Education Association to use the assistance for the
7purpose specified in this subsection. The agreement shall permit the Wisconsin Lake
8Schooner Education Association to be reimbursed for expenses incurred prior to the
9effective date of this subsection. This subsection does not apply after June 30, 1999.".

(5r) Expenditure of funds by the standards development council. The
13department of public instruction shall provide to the standards development council,
14at its request, in the 1997-99 fiscal biennium up to $49,000 from the appropriation

16under section 14.23 of the statutes, as created by this act.".

Additional aid for county handicapped children's education boards.
19From the appropriation under section 20.255 (2) (bi) of the statutes, as created by this
20act, the department of public instruction, in the 1997-98 fiscal year, shall pay to each
21county handicapped children's education board whose aid under section 121.135 of
22the statutes in the 1996-97 school year was less than its aid under section 121.135
23of the statutes in the 1995-96 school year the amount by which its aid under section
24121.135 of the statutes in the 1996-97 school year was less than its aid under section
1121.135 of the statutes in the 1995-96 school year. If the appropriation under section
220.255 (2) (bi) of the statutes, as created by this act, is insufficient to pay the full
3amount of aid under this subsection, the moneys shall be prorated among the entitled
4county handicapped children's education boards.".

(7s) Report on debt service. Within 30 days after the effective date of this
7subsection, each school board shall submit to the department of public instruction
8a schedule of its debt service payments. Within 30 days after the effective date of this
9subsection, the common council of a 1st class city shall submit to the department of
10public instruction a schedule of its debt service payments on debt issued on behalf
11of the school district operating under chapter 119 of the statutes.".

Report concerning charter schools established by cooperative
14educational service agency no. 6. By August 1, 2002, the board of control of
15cooperative educational service agency no. 6 shall prepare a report describing the
16progress of charter schools that it establishes under section 118.40 of the statutes

18governor and to the chief clerk of each house of the legislature for distribution to the
19legislature in the manner provided under section 13.172 (2) of the statutes.".

22(a) Using the procedure under section 227.24 of the statutes, the department
23of public instruction shall promulgate the rules required under section 118.55 (7r)
24(dg) 3. of the statutes, as created by this act, for the period before the effective date
1of the permanent rules promulgated under that section, but not to exceed the period
2authorized under section 227.24 (1) (c) and (2) of the statutes. Notwithstanding
3section 227.24 (1) and (3) of the statutes, the department is not required to make a
4finding of emergency.

(2mf) Tax amnesty. The department of revenue shall submit a proposal for a
13tax amnesty program to be conducted during the 1997-98 fiscal year to the joint
14committee on finance at the committee's 3rd quarterly meeting in 1997 under section
1513.10 of the statutes. This proposed tax amnesty program shall be materially similar
16to the tax amnesty program conducted in 1985. The joint committee on finance may
17modify the department's proposal to ensure that it is materially similar to the tax
18amnesty program conducted in 1985.".
