(c) The band shall use a sequential numbering system that includes a series
17of letters or initials that identify the band as the issuing authority.

(d) The band shall establish procedures that are substantially similar to the
19procedures specified in s. 350.12 (3) (a) 2., 3. and 4., (5) (d) and (6) and to the
20procedures to be used for validating applications for purposes of s. 350.12 (5) (b) and
21(c).

22(5) Registration information; records; tax collection. (a) The band shall
23provide registration information to the state in one of the following ways:

1. By transmitting all additions, changes or deletions of registration
25information to persons identified in the agreement described under sub. (6), for
1incorporation into the registration records of this state, within one working day after
2the addition, change or deletion.

2. By establishing a 24-hour per day data retrieval system, consisting of either
4a law enforcement agency with 24-hour per day staffing or a computerized data
5retrieval system to which law enforcement officials of this state have access at all
6times.

(b) Before June 1 annually, the band shall submit a report to the department
8notifying it of the number of each type of registration certificate that the band issued,
9transferred or renewed for the period beginning on April 1 of the previous year and
10ending on March 31 of the year in which the report is submitted.

(c) For law enforcement purposes, the band shall make available for inspection
12by the department during normal business hours the band's records of all
13registration certificates issued, renewed or otherwise processed, including copies of
14all applications made for certificates.

(d) The band shall ensure that a record of each registration certificate issued,
16renewed or otherwise processed under this section, including a copy of each
17application made, is retained for at least 2 years after the date of expiration of the
18certificate.

(e) The band shall collect the sales and use taxes due under s. 77.61 (1) on any
20snowmobile registered under this section and make the report in respect to those
21taxes. The band shall use collection and accounting methods approved by the
22department of revenue. On or before the 15th day of each month, the band shall pay
23to the department of revenue all taxes that the band collected in the previous month.

24(6) Applicability. This section does not apply unless the department and the
25band have in effect a written agreement, approved by the joint committee on finance,
1under which the band agrees to comply with subs. (2) to (5) and that contains all of
2the following terms:

(a) The manner in which the band will limit its treaty-based right to fish
4outside the reservation.

(b) A requirement that the fees collected by the band under sub. (3) be used only
6for a program for registering snowmobiles, for regulating snowmobiles and
7snowmobiling and for providing snowmobile trails, and snowmobile facilities.

(1) (a) When a snowmobile dealer sells a snowmobile the dealer, at the
10time of sale, shall require the buyer to complete an application for a registration
11certificate, collect the required fee and mail the application and fee to the department
12no later than 5 days after the date of sale. The department shall provide combination
13application and receipt forms and the dealer shall furnish the buyer with a completed
14receipt showing that application for registration has been made. This completed
15receipt shall be in the possession of the user of the snowmobile until the registration
16certificate is received. No snowmobile dealer may charge an additional fee to the
17buyer for performing the service required under this subsection.

(1) (b) When a snowmobile dealer sells a snowmobile to a person from

(7) The department shall establish the style, content and format of all
5credentials and of all forms for applying
to the department for
renewal of any
6credential issued
or renewed under chs. 440 to 480. When establishing the format
7of credential renewal application forms, the department shall provide a place on the
8form for the information required under s. 440.08 (2g) (b). Upon request of any
9person who holds a credential and payment of a $10 fee, the department may issue
10a wall certificate signed by the governor.

(7m) The department may promulgate rules that establish procedures
13for submitting an application for a credential or credential renewal by electronic
14transmission. Any rules promulgated under this subsection shall specify procedures
15for complying with any requirement that a fee be submitted with the application.
16The rules may also waive any requirement in chs. 440 to 480 that an application
17submitted to the department, an examining board or an affiliated credentialing
18board be executed, verified, signed, sworn or made under oath, notwithstanding ss.

(13) The department may conduct an investigation to determine
24whether an applicant for a credential issued under chs. 440 to 480 satisfies any of
25the eligibility requirements specified for the credential, including whether the
1applicant does not have an arrest or conviction record. In conducting an
2investigation under this subsection, the department may require an applicant to
3provide any information that is necessary for the investigation or, for the purpose of
4obtaining information related to an arrest or conviction record of an applicant, to
5complete forms provided by the department of justice or the federal bureau of
6investigation. The department shall charge the applicant any fees, costs or other
7expenses incurred in conducting the investigation under this subsection.

(4) Compile and keep current a register of the names and addresses
10of all persons who are credentialed to be retained by the department and which shall
11be available for public inspection during the times specified in s. 230.35 (4) (a).
