Page 3, line 9: after the period insert "A municipality may not charge for services rendered by a storm water and surface water sewerage system under this paragraph to property located outside of the boundaries of the municipality unless it has entered into an intergovernmental agreement with the municipality in which the property lies which authorizes it to do so.".
