SENATE AMENDMENT 4, TO SENATE SUBSTITUTE AMENDMENT 2, TO SENATE BILL 2

SB2-SSA2-SA4,1,1 At the locations indicated, amend the substitute amendment as follows:

SB2-SSA2-SA4,1,3 1. Page 2, line 9: after "school;" insert "counting 3-year-olds and 4-year-olds in the membership of Milwaukee Public Schools for school aid purposes;".

SB2-SSA2-SA4,1,4 2. Page 14, line 7: after that line insert:

SB2-SSA2-SA4,1,5 " Section 24c. 121.004 (7) (c) 1. d. of the statutes is created to read:

SB2-SSA2-SA4,1,8 121.004 (7) (c) 1. d. A pupil enrolled in the school district operating under ch. 119 who attends a 4-year-old kindergarten program requiring full-day attendance for 5 days a week for an entire school year shall be counted as one pupil.

SB2-SSA2-SA4, s. 24g Section 24g. 121.004 (7) (c) 2. of the statutes is amended to read:

SB2-SSA2-SA4,1,12 121.004 (7) (c) 2. In subd. 1. a. and , b. and d., "full-day" means the length of the school day for pupils in the first grade of the school district operating the 5-year-old kindergarten program.

SB2-SSA2-SA4, s. 24n Section 24n. 121.004 (7) (cm) of the statutes is renumbered 121.004 (7) (c) 1. c. and amended to read:

SB2-SSA2-SA4,2,7 121.004 (7) (c) 1. c. A Except as provided in subd. 1. d., a pupil enrolled in a 4-year-old kindergarten program that provides at least the required number of hours of direct pupil instruction required for kindergarten pupils under s. 121.02 (1) (f) 2. shall be counted as 0.6 pupil if the program annually provides at least 87.5 additional hours of outreach activities.

SB2-SSA2-SA4, s. 24v Section 24v. 121.004 (7) (d) of the statutes is renumbered 121.004 (7) (d) 1.

SB2-SSA2-SA4, s. 24w Section 24w. 121.004 (7) (d) 2. of the statutes is created to read:

SB2-SSA2-SA4,2,13 121.004 (7) (d) 2. A pupil enrolled in the school district operating under ch. 119 who attends a preschool program for 3-year-olds that provides at least the number of hours of direct pupil instruction required for kindergarten pupils under s. 121.02 (1) (f) 2. shall be counted as one-half pupil.

SB2-SSA2-SA4, s. 24x Section 24x. 121.85 (6) (f) of the statutes is amended to read:

SB2-SSA2-SA4,2,20 121.85 (6) (f) Exception. A pupil enrolled in a kindergarten program or in a preschool program under subch. V of ch. 115 shall be multiplied under par. (a) 2. by a number equal to the result obtained by multiplying 0.325 by the appropriate fraction under s. 121.004 (7) (c), (cm) or (d), and shall be counted under par. (b) 1. as a number equal to the result obtained by multiplying 1.0 by the appropriate fraction under s. 121.004 (7) (c), (cm) or (d).".

SB2-SSA2-SA4,2,22 " Section 25m. 121.86 (3) of the statutes is amended to read:

SB2-SSA2-SA4,3,2 121.86 (3) State aid exception. Pupils under sub. (2) (b) and (c) who are enrolled in a kindergarten program or in a preschool program under subch. V of ch. 115 shall be multiplied under sub. (2) (a) 2. by a number equal to the result obtained by multiplying 0.25 by the appropriate fraction under s. 121.004 (7) (c), (cm) or (d).".

SB2-SSA2-SA4,3,7 "(3f) Pupil enrollment. The treatment of section 121.004 (7) (c) 1. d. and 2. and (cm) of the statutes, the renumbering of section 121.004 (7) (d) of the statutes and the creation of section 121.044 (7) (d) 2. of the statutes first apply to the distribution of state aid in the 1999-2000 school year.".
