Section
91 of
1997 Act 204 (Act 204) requires the Public Service Commission (Commission) to submit a report to the Legislature that identifies transmission constraints on the regional bulk power transmission system that adversely affect the reliability of transmission service to Wisconsin customers and that identifies proposed solutions to relieve those constraints. Pursuant to s.
13.172(2), Stats., we are pleased to offer this report to fulfill the requirements of Act 204.
The attached report provides a detailed summary of the preliminary work done by the Commission to identify regional transmission constraints and provides a list of potential options for relieving those constraints. The Commission's objective in preparing this report was to identify and propose transmission options that can improve the future reliability of our electric transmission system in light of the difficulties experienced in 1997.
The options delineated in the report are based on an initial evaluation of transmission options to relieve constraints in our region and are premised on certain assumptions, including the construction of future power plants in Eastern Wisconsin and various localized improvements to Wisconsin's transmission system, the time and locations of which are yet to be determined. Moreover, many of the transmission options discussed in this report are dependent upon regional cooperation and in part will require the approval of neighboring states. In short, this report is not intended to be a definitive or complete study that would, by itself, constitute an adequate basis for a future Commission to order construction of any of the options discussed in this report.
