Attached is the Annual Report to the Legislature of the UW Hospitals and Clinics Authority. The document outlines our major accomplishments, including our financial performance, for the 1997-98 fiscal year. UWHC continued its growth in admissions and clinics visits during the year, and we plan, in 1998-99, to add additional space to help us meet the increased demand for our services.
UWHC was again rated among the best hospitals in the nation in several specialties according to U.S. News and World; we have the best Organ Procurement Organization in the country; and our programs regularly receive national attention. While the challenges facing academic medical institutions will grow in the future, we are confident that UWHC will remain a source of pride to the State of Wisconsin and its people.

The Environmental Improvement Fund program legislation (s.281.59(3), Wis. Stats.) requires the Department of Natural Resources and the Department of Administration to submit the first version of the Biennial Finance Plan to the Legislature and to the State Building Commission. The purpose of the plan is to provide information on loan, loan subsidy, and bonding levels for program operations in the 1999-2001 biennium.

The Honorable, The Senate:
Wisconsin SS49.665(6) requires that the Department submit an annual report on enrollment and costs associated with the BadgerCare program. As of this date, the Department of Health and Family Services has not received the federal waivers required for implementation of the BadgerCare program specified in Wisconsin SS49.665. The Department is rigorously pursuing the necessary federal approval and is actively engaged in efforts to obtain this approval through either administrative or legislative actions.
