The joint committee on legislative organization is required by s. 13.02 (3), stats., and by joint rule 81 (1) to develop a proposed session schedule early in each biennial session period. This session schedule must "include at least one meeting in January of each year" to implement the "annual sessions" intent, and is "to be submitted to the legislature" for approval in the form of a joint resolution.

Under joint rule 81 (2), by majority action of the 2 houses or of the organization committees of the 2 houses, any floorperiod may be convened earlier than its scheduled convening date or may be extended beyond its scheduled ending date. Under this joint resolution, by majority action of the 2 houses, any floorperiod other than the floorperiod that commences on June 10, 1997, may be adjourned earlier than its scheduled ending date; that floorperiod is not authorized to be adjourned until the general fund executive budget bill has passed both houses.

Under joint rule 83 (2), during the periods of committee work preceding the final general-business floorperiod (the floorperiod that commences on March 10, 1998), bills, resolutions and amendments may be introduced.

Under joint rule 83 (4), March 26, 1998, is the day on which proposals die for the session unless the legislature, by joint resolution, extends the floorperiod that commences on March 10, 1998, and enumerates the proposals to be carried forward for consideration during the extension.

Under joint rule 83 (5), no new proposals (except proposals pertaining to a veto review session or to any special or extraordinary session) may be introduced after March 26, 1998.

SJR1,2,1 Resolved by the senate, the assembly concurring, That:

SJR1, s. 1 Section 1. 1997-1998 Session schedule. (1) Biennial session period. The legislature declares that the biennial session period of the 1997 Wisconsin legislature began on Monday, January 6, 1997, and that the biennial session period ends at 12 noon on Monday, January 4, 1999.

SJR1,2,11 (2) Scheduled floorperiods and committee work periods. (a) Unreserved days. Unless reserved under this subsection as a day to conduct an organizational meeting or to be part of a scheduled floorperiod of the legislature, every day of calendar years 1997 and 1998 is designated as a day for committee activity and is available to extend a scheduled floorperiod, convene an extraordinary session or take senate action on appointments as permitted by joint rule 81.

SJR1,2,14 (b) Inauguration. Pursuant to section 13.02 (1) of the statutes, the inauguration of the members of the 1997 legislature, and the organizing for business of the 2 houses, commences at 2 p.m. on Monday, January 6, 1997.

SJR1,3,2 (c) Floorperiod. A floorperiod commences on Tuesday, January 14, 1997, at 10 a.m., and, unless adjourned earlier, ends on Tuesday, January 14, 1997.

SJR1,3,4 (d) Floorperiod. A floorperiod commences on Tuesday, January 28, 1997, at 10 a.m., and, unless adjourned earlier, ends on Thursday, January 30, 1997.

SJR1,3,6 (f) Floorperiod. A floorperiod commences on Tuesday, February 25, 1997, at 10 a.m., and, unless adjourned earlier, ends on Wednesday, February 26, 1997.

SJR1,3,8 (g) Floorperiod. A floorperiod commences on Tuesday, March 4, 1997, at 10 a.m., and, unless adjourned earlier, ends on Thursday, March 20, 1997.

SJR1,3,12 (h) Bills to governor. No later than Thursday, April 24, 1997, at 4:30 p.m., the chief clerk of each house shall submit to the governor for executive action thereon all enrolled bills originating in the chief clerk's house and having been passed by both houses, in regular, extraordinary or special session, on or before April 18, 1997.

SJR1,3,14 (i) Floorperiod. A floorperiod commences on Tuesday, May 13, 1997, at 10 a.m., and, unless adjourned earlier, ends on Thursday, May 29, 1997.

SJR1,3,18 (j) Floorperiod. A floorperiod commences on Tuesday, June 10, 1997, at 10 a.m., and, unless adjourned earlier, ends on Thursday, June 26, 1997, but this floorperiod may not be adjourned until the general fund executive budget bill has been passed by both houses.

SJR1,3,22 (k) Bills to governor. No later than Thursday, August 14, 1997, at 4:30 p.m., the chief clerk of each house shall submit to the governor for executive action thereon all enrolled bills originating in the chief clerk's house and having been passed by both houses, in regular, extraordinary or special session, on or before August 1, 1997.

SJR1,3,24 (L) Floorperiod. A floorperiod commences on Tuesday, September 16, 1997, at 10 a.m., and, unless adjourned earlier, ends on Tuesday, September 30, 1997.

SJR1,4,2 (m) Floorperiod. A floorperiod commences on Tuesday, November 4, 1997, at 10 a.m., and, unless adjourned earlier, ends on Thursday, November 6, 1997.

SJR1,4,4 (n) Floorperiod. A floorperiod commences on Tuesday, November 18, 1997, at 10 a.m., and, unless adjourned earlier, ends on Thursday, November 20, 1997.

SJR1,4,8 (o) Bills to governor. No later than Thursday, December 18, 1997, at 4:30 p.m., the chief clerk of each house shall submit to the governor for executive action thereon all enrolled bills originating in the chief clerk's house and having been passed by both houses, in regular, extraordinary or special session, on or before December 12, 1997.

SJR1,4,10 (p) Floorperiod. A floorperiod commences on Tuesday, January 13, 1998, at 10 a.m., and, unless adjourned earlier, ends on Thursday, January 22, 1998.

SJR1,4,12 (q) Floorperiod. A floorperiod commences on Tuesday, February 3, 1998, at 10 a.m., and, unless adjourned earlier, ends on Thursday, February 12, 1998.

SJR1,4,15 (r) Last general-business floorperiod. The last general-business floorperiod commences on Tuesday, March 10, 1998, at 10 a.m., and, unless adjourned earlier, ends on Thursday, March 26, 1998.

SJR1,4,19 (s) Bills to governor. No later than Thursday, April 23, 1998, at 4:30 p.m., the chief clerk of each house shall submit to the governor for executive action thereon all enrolled bills originating in the chief clerk's house and having been passed by both houses, in regular, extraordinary or special session, on or before April 17, 1998.

SJR1,4,22 (t) Veto review floorperiod. A floorperiod, limited to matters allowed under joint rule 82 (1), commences on Tuesday, April 28, 1998, at 10 a.m., and, unless adjourned earlier, ends on Thursday, April 30, 1998.

SJR1,5,2 (u) Last bill to governor. No later than Thursday, May 28, 1998, at 4:30 p.m., the chief clerk of each house shall submit to the governor for executive action thereon all enrolled bills originating in the chief clerk's house and having been passed by both houses, in regular, extraordinary or special session, on or before May 22, 1998.

SJR1,5,7 (3) Interim period of committee work; no further introductions. Upon the adjournment of the April veto review floorperiod, there shall be an interim period of committee work ending on Monday, January 4, 1999. Unless the legislature is convened in one or more extraordinary or special sessions, no additional 1997 legislation may be offered during this interim period of committee work.

SJR1,5,11 (4) End of term. The biennial term of the 1997 legislature ends on the first Monday of January (January 4) in 1999. Pursuant to section 13.02 (1) of the statutes, the inauguration of the members of the 1999 legislature will be on Monday, January 4, 1999.

SJR1, s. 2 Section 2. Notice of 1999 session organization. Notice is hereby given that the biennial session of the 1999 legislature will hold its first meeting, pursuant to section 13.02 (1) of the statutes, on Monday, January 4, 1999, and that the meeting will begin at 2 p.m.
