20of lanes and shoulders, and, by January 1, 2001, shall submit a report presenting the
21results of that study to the governor, and to the legislature in the manner provided
22under section 13.172 (2) of the statutes.".

(10g) Rule designating highway 12 area. Using the procedure under section
2227.24 of the statutes, the department of transportation shall promulgate the rule
3required under section 85.197 (6) (b) of the statutes, as created by this act, for the
4period before the effective date of the permanent rule promulgated under section
585.197 (6) (b) of the statutes, as created by this act, but not to exceed the period
6authorized under section 227.24 (1) (c) and (2) of the statutes. Notwithstanding
7section 227.24 (1) (a), (2) (b) and (3) of the statutes, the department is not required
8to provide evidence that promulgating a rule under this subsection as an emergency
9rule is necessary for the preservation of the public peace, health, safety or welfare
10and is not required to provide a finding of emergency for a rule promulgated under
11this subsection.".

Position authorization.

(a) Notwithstanding section 16.505 (1) of the statutes, during the 1999-2001
18fiscal biennium, the board of regents of the University of Wisconsin System may
19propose to increase its authorized FTE positions that are funded, in whole or in part,
20with general purpose revenues by not more than 1% above the level authorized for
21the board under section 16.505 (1) of the statutes. The board shall submit any
22proposal under this subsection to the secretaries of administration and employment
23relations for approval, together with its methodology for accounting for the cost of
24funding these positions. The secretaries of administration and employment
1relations may only approve a proposal if the incremental costs for these positions, as
2determined by the secretaries of administration and employment relations, are not
3to be included in any subsequent request submitted by the board under section 16.42
4(1) of the statutes, as affected by this act. If the secretaries of administration and
5employment relations jointly approve the proposal, the positions are authorized.

(b) During the 1999-2001 fiscal biennium, the board may not include in any
7certification to the department of administration under section 20.928 (1) of the
8statutes any sum to pay any costs of a position authorized under this subsection.

(3g) Staff pay survey implementation. The department of veterans affairs, in
17response to a staff pay survey by the department of employment relations, may
18request the joint committee on finance to supplement, from the appropriation under
19section 20.865 (4) (u) of the statutes, the appropriation account under section 20.485
20(2) (u) of the statutes, to pay the increased salary and fringe benefit costs resulting
21from that survey. If the department of veterans affairs requests supplementation of
22the appropriation account under section 20.485 (2) (u) of the statutes, the
23department shall submit a plan to the joint committee on finance to expend not more
24than $159,600 for fiscal year 1999-2000 and not more than $164,400 for fiscal year
12000-01. Notwithstanding section 13.101 (3) of the statutes, the committee is not
2required to find that an emergency exists.".

(3mm) Child care and development block grant funds. No later than
6September 1, 1999, the department of workforce development shall identify all
7existing general purpose revenues that may be used to match federal child care and
8development block grant funds. The department shall prepare a plan to maximize
9federal funding for child care and shall submit the plan to the secretary of the federal
10department of health and human services no later than October 1, 1999. No later
11than 60 days after the secretary of the federal department of health and human
12services approves the plan, the department shall submit to the joint committee on
13finance a plan for expanding child care.".

16of workforce development shall modify its request for proposals to administer
17Wisconsin works under a contract with a term beginning January 1, 2000, to provide

19agency, one-third is to be distributed to the agency if the agency meets the 2nd
20performance level, as defined by the department, and the remainder is to be
21distributed to the agency if the agency meets the 3rd performance level, as defined
22by the department.".

1before the transfer. Notwithstanding section 230.28 (4) of the statutes, no employe
2so transferred who has attained permanent status in class is required to serve a

14specified expiration dates or until modified or rescinded by the department.

6of a plan under this subsection.

12Notwithstanding section 66.46 (4) (h) 1. and 2. of the statutes, expenditures for
13project costs for tax incremental district number two in the village of Ashwaubenon

15adopted a resolution amending the project plan in a way that modified the district's
16boundaries by adding territory to the district. Expenditures for tax incremental
17district number two in the village of Ashwaubenon may be made through July 30,

(9t) Treatment of certain billboards. If a state constitutional officer, other
22than the governor, has expended any state funds, other than funds disbursed under
23chapter 11 of the statutes, on or before the effective date of this subsection to place
24his or her name or any picture or other likeness of himself or herself on a billboard
1or on any other outdoor sign that is used for the purpose of advertising or providing
2information to the public, the state constitutional officer shall take appropriate
3action to ensure, no later than 30 days after the effective date of this subsection, that
4his or her name or any picture or other likeness of himself or herself on a billboard
5or on any other outdoor sign is removed or obstructed in such a manner that his or
6her name or any picture or other likeness of himself or herself is not visible.".

(9g) Winnebago County claim. There is directed to be expended from the
9appropriation under section 20.510 (1) (a) of the statutes, as affected by the acts of
101999, $2,087 in payment of a claim against the state made by Winnebago County to

12that were found by the state elections board to be out of conformity with state law.
13Acceptance of this payment releases this state and its officers, employes and agents
14from any further liability with respect to the county's defective ballots for the 1988
15general election.".

7shall reestimate to subtract from the expenditure estimate for each appropriation
8other than a sum certain appropriation made to each state agency from any revenue
9source except federal revenue, an amount equivalent to 10% of the total amount
10expended by that state agency for membership dues for any state or national
11organization from that appropriation in the 1998-99 fiscal year, if any. The secretary
12shall, during the 2000-01 fiscal year, lapse to the general fund or appropriate
13segregated fund from each such account or shall reestimate to subtract from each
14such estimate an equivalent amount.
